Digital citizenship is becoming increasingly normalized within advanced democratic states. As society and governmental institutions become reliant on digital technologies, citizens are expected to be and act digitally. This article examines the governance of digital citizens through a case study of digitalization efforts in Denmark. Drawing on multiple forms of data, the article showcases how digital citizens are governed through a combination of discursive, legal and institutional means. The article highlights the political, but also institutional work that goes into making citizens digital. Providing this case study, the article contributes to current critical perspectives on the digital citizen as a new political figure. It adds new insights into digital citizenship by connecting this figure to wider processes of neoliberalization and state restructuring, pushing for a more pronounced focus on governmental practices. 相似文献

Policy Positions of Bureaucrats at the Front Lines: Are They Susceptible to Strategic Communication? 下载免费PDF全文
It is well established that bureaucrats’ implementation of policies is influenced by their own policy positions, that is, their attitudes toward the given policies. However, what affects the policy positions of bureaucrats? This article focuses on whether the policy positions of bureaucrats at the front lines of government are susceptible to frames and cues embedded in communication. Based on the notion that bureaucrats often adhere to certain professional norms when developing their attitudes toward policies, the authors hypothesize that communication frames and cues that align policies with such norms move bureaucrats’ policy positions in favor of the policy. Results of four studies in European and American settings among mid‐ and street‐level bureaucrats show support for the hypothesized effect. They also show that aligning policies with dimensions outside professional norms is ineffective, possibly even producing opposite effects. 相似文献

Nudging is a policy instrument that can affect citizen behavior, often by providing information. We argue that nudging can also affect citizens’ knowledge, which can become the basis for future choices. In this manner, providing information can make the nudging initiative stick. We test the effect of an information treatment on three types of knowledge in a field experiment. The treatment consists of information on reading strategies designed to nudge parents to read with their children, randomly assigned to 1438 families. We show how nudging by providing information does in fact increase parents’ knowledge, irrespective of socio-economic background. 相似文献

The plural legal system in post-conflict Liberia expresses tensions between modern and customary institutions. This article seeks to understand how Liberians navigate choices in the plural legal system to address gender-based violence cases. By asking how and why people make the choices they do, we highlight how Liberians solve tensions between institutions, by creating flexible categories that allow them to pursue a course of action that does not compromise their ability to access social networks and resources. 相似文献

Children 9 to 13 years old exposed to intimate partner violence (IPV) reported on their violence exposure, attachment to both parents, temperament (negative emotionality and emotion regulation), perceived quality of life, and health complaints. Half of the children perceived their quality of life as good and did not have recurrent health complaints. When controlling for socioeconomic status, health complaints were associated with higher IPV exposure and negative emotionality, whereas quality of life was associated with attachment security, higher capacity for emotion regulation, and lower negative emotionality. These results underscore the importance of increasing and supporting the capacity of children exposed to IPV to handle and express their emotions, as well as making school nurses and other primary care practitioners more attentive to IPV as a possible background factor in children’s health complaints. 相似文献

Witnessing intimate partner violence (IPV) is a frightening experience that affects children’s development and well-being.
This study examines experiences of IPV from the perspective of children. Interviews with 14 children between 8 and 12 years
of age were analyzed using a thematic method. Three main themes were identified: how children talked about abuse of their
mother, described their own actions, and related to or handled memories of violence. Most children confirmed that their mother
had been the victim of abuse, but had difficulties describing these experiences. Narratives were often incoherent and difficult
to fully understand. In contrast, most of the children seemed to find it easier to describe their own actions during violence
and conflicts. Not thinking about IPV was a strategy that aimed at reducing unwanted memories; it is also a strategy that
may obstruct creating a narrative. 相似文献
