Digital citizenship is becoming increasingly normalized within advanced democratic states. As society and governmental institutions become reliant on digital technologies, citizens are expected to be and act digitally. This article examines the governance of digital citizens through a case study of digitalization efforts in Denmark. Drawing on multiple forms of data, the article showcases how digital citizens are governed through a combination of discursive, legal and institutional means. The article highlights the political, but also institutional work that goes into making citizens digital. Providing this case study, the article contributes to current critical perspectives on the digital citizen as a new political figure. It adds new insights into digital citizenship by connecting this figure to wider processes of neoliberalization and state restructuring, pushing for a more pronounced focus on governmental practices.  相似文献

In both disciplinary history and contemporary methodology, realism is conventionally cast as the antithesis of rhetoric. Born in reaction against the empty liberal rhetoric of interwar liberalism and espousing a robust materialism and rigorous rationalism, realism often seems the obstacle that rhetoric's focus on language, narrative, and social construction must inevitably confront and the challenge around which debates must again inevitably revolve. This article challenges this vision of the relationship between rhetoric and realism. Returning to the birth of international relations in the immediate post-war era, we demonstrate that early realists perceived rhetoric as central to action in domestic as well as international politics and that it was particularly important in the United States. This realist rhetoric is marked by an engagement with grand politics, with the relationship between rhetoric, political identity, social mobilization, political leadership, and foreign policy. Rather than taking either the American state or its national interest for granted, post-war realists sought to counter the dangers of the dominant historical rhetorics of American foreign policy and to develop an alternative rhetoric that could insulate American democracy from destructive tensions and provide the basis for robust and responsible action in world affairs. Recovering the relationship between realism and rhetoric is important not only in challenging disciplinary and methodological orthodoxies that obstruct creative theorizing, but also for its incisive contributions to thinking about American foreign policy amidst the profound changes and challenges it confronts today.  相似文献

The emergence of a more elusive and uncertain threat environment has transformed the nature of intelligence, increasing its reliance on civil society partners. Once the work of an insular and carefully select few, intelligence production is now a networked, partially open and extensively public–private enterprise. Most poignantly, new practices of public–private ‘collection’ face Western intelligence services with novel questions about control and accountability – questions to which the services have responded with hopes that by standardizing ‘methodologies’, central command may be retained. Suggesting a more complex picture, this article argues that ‘managing uncertainty’ imply forms of interpretation and choices which cannot be pre-empted by rule-regulation: more than Weber’s ideal of the procedural and rule-bound, it may be his (once central, yet largely marginalized) emphasis on institutional and individual capacities for critical ‘judgment’ that is of relevance today.  相似文献

Staging third molar development is commonly used for age estimation in subadults. Automated developmental stage allocation to the mandibular left third molar in panoramic radiographs has been examined in a pilot study. This method used an AlexNet Deep Convolutional Neural Network (CNN) approach to stage lower left third molars, which had been selected by manually drawn bounding boxes around them. This method (bounding box AlexNet = BA) still contained parts of surrounding structures which may have affected the automated stage allocation performance. We hypothesize that segmenting only the third molar could further improve the automated stage allocation performance. Therefore, the current study aimed to determine and validate the effect of lower third molar segmentations on automated tooth development staging. Retrospectively, 400 panoramic radiographs were collected, processed and segmented in three ways: bounding box (BB), rough (RS), and full (FS) tooth segmentation. A DenseNet201 CNN was used for automated stage allocation. Automated staging results were compared with reference stages – allocated by human observers – overall and per stage. FS rendered the best results with a stage allocation accuracy of 0.61, a mean absolute difference of 0.53 stages and a Cohen's linear κ of 0.84. Misallocated stages were mostly neighboring stages, and DenseNet201 rendered better results than AlexNet by increasing the percentage of correctly allocated stages by 3% (BA compared to BB). FS increased the percentage of correctly allocated stages by 7% compared to BB. In conclusion, full tooth segmentation and a DenseNet CNN optimize automated dental stage allocation for age estimation.  相似文献

The schools-as-communities perspective provides a popular explanation for school-disruptive behavior, stating that interpersonal bonding at school and feelings of school belonging prevent misconduct. In this article, we build on this perspective in three ways. First, we test whether the preventive influence of school belonging acts at the individual or school level. Secondly, we test whether a distinction should be made between the different actors with whom students bond at school, by assessing whether perceived teacher support, school belonging, and peer attachment relate differently to school misconduct. Lastly, the present study investigates whether the associations of bonding with teachers, peers and the school with school misconduct differ by socio-ethnic school context. Multilevel analyses were performed on data from the Flemish Educational Assessment. The sample consisted of 11,872 students (51.4% female) in 85 schools, most of whom were natives (88.8%), with immigrants (11.2%) mostly having Turkish or Moroccan backgrounds (both about 30% of immigrants in the sample), and others Southern-European (16%), Eastern-European (8%), North-African (5%), or other (17%) backgrounds. Results showed that the students’ individual feelings of bonding with peers, teachers and school associate with school misconduct, rather than the overall school cohesion. Results further showed that, while higher perceived teacher support and school belonging related to less school misconduct, higher peer attachment was associated with higher rates of school misconduct. No differences were found by socio-ethnic context. Implications are discussed.  相似文献

Community‐based organisations (CBOs) play a key role in Malawi's multi‐sector programme for responding to the HIV/AIDS pandemic. In this programme they are funded in a demand‐driven manner—which means that only those areas that apply for funds to CBO services are blessed with programme benefits. This paper argues that this funding mechanism is not conducive to either distributing CBO services to areas most in need or enhancing downward accountability. Because areas most in need of services generally also lacked the capacity to attract project funding, the programme did not reach them. Instead, it tended to reach those areas with the greatest capacity to attract funding, though not necessarily the greatest need for it. Furthermore, those CBOs that were funded were unable to facilitate collective action in their communities because of elite capture of decision making. The programme, however, was relatively responsive to the communities' thematic demands. Thus, all in all, the elites were relatively more successful in representing the communities' wishes than in caring for all geographical areas in their constituencies. Adult Hirschsprung's disease diagnosed during forensic autopsy   总被引:2,自引:0,他引:2  
We report a case of fatal Hirschsprung's disease (HD) discovered at autopsy. A 20-year-old man collapsed at home. Emergency medical personnel found him in cardiac arrest and all resuscitative efforts failed. He had a past history of chronic constipation since infancy. Forensic autopsy revealed a megacolon full of gas and stools. Microscopic examination showed absence of ganglion cells in a short segment of the rectum and enterocolitis in the left and transverse colon. HD is rarely described in adults. In many cases, patients complained of constipation since infancy but the affection remained misdiagnosed. The relative good tolerance of the disease is usually due to a short aganglionic bowel segment. Enterocolitis is a frequent and severe complication of HD in children but is rarely described in adults. This case suggests the importance of HD diagnosis in childhood in order to avoid fatal complications with forensic consequences.  相似文献
