This paper investigates the influence of nationally imposed health targets on current management control practices in New Zealand and Denmark. It reveals how variants of New Public Management (NPM), arising from specific historical socio-political contexts, rise to the challenge of national differences. The study finds that both nations are challenged to ensure data registration procedures produce valid and comparable performance measures. Denmark’s reliance on a single efficiency measure of health sector performance reflects a historic socio-political context that reduces the feasibility of additional measures whereas New Zealand’s context enables the government to impose a more extensive range of health targets.  相似文献

Lip print analysis, or cheiloscopy, has the potential to join fingerprints and retinal scans as an additional method to determine human identification. This preliminary study sought to determine agreement among 20 raters, forensic odontologists, using an often referenced system that categorizes lip prints into six classes related to the dominant pattern of vertical, horizontal, and intersecting lines. Lip prints were taken from 13 individuals, and raters categorized eight distinct regions of each print. In addition to ratings made while viewing the actual prints, the raters repeated the exercise using photographs of the lip prints. Multirater kappa, a chance‐corrected measure of agreement, ranged between 0.15 for the actual prints and 0.25 for the photos, indicating only poor to fair levels of inter‐rater reliability. While these results fail to support the use of lip prints for human identification, it is possible that more intensive training may yet produce adequate levels of reliability.  相似文献

In this article we report on a community-based capital cash transfer initiative (CCCT) in Kenya that sought to mobilise and enable HIV-affected communities to respond to the needs of orphaned and vulnerable children. With bilateral funding, the Social Services Department in Kenya provided 80 communities across ten districts with advice and resources to set up social enterprises for the support of vulnerable children. A wide range of food and income generating activities were initiated by the communities, whose produce or profits contributed to the improved school attendance and performance of orphaned children, particularly amongst girls. We conclude that CCCT is a viable strategy for improving orphan schooling in sub-Saharan Africa.

L'importance des transferts de capitaux communautaires sur la scolarisation des orphelins au Kenya

Dans cet article nous présentons un compte rendu d'une initiative de transfert de capitaux communautaires (TCC) au Kenya qui a cherché à mobiliser et à permettre à des communautés touchées par le VIH de répondre aux besoins d'enfants orphelins et vulnérables. Grâce à un financement bilatéral, le département des services sociaux du Kenya a dispensé à 80 communautés réparties sur dix districts les conseils et moyens requis pour mettre sur pied des entreprises sociales visant à soutenir les enfants vulnérables. Une variété d'activités génératrices de nourriture et de revenus ont été initiées par les communautés, dont les produits agricoles ou les bénéfices ont contribué à l'amélioration de l'assiduité scolaire des orphelins, ainsi que leurs résultats, en particulier parmi les filles. Nous concluons que les CCCT constituent une stratégie viable pour l'amélioration de la scolarisation des orphelins en Afrique subsaharienne.

El impacto de las transferencias de efectivo a nivel comunitario en la escolaridad de huérfanos en Kenia

En el presente artículo, los autores dan a conocer la iniciativa de transferencia de efectivo a nivel comunitario (ccci) en Kenia, la cual procuró movilizar y facilitar la respuesta de comunidades afectadas por el vih a las necesidades de niños huérfanos y vulnerables. A través del financiamiento bilateral, el Departamento de Servicios Sociales de Kenia proporcionó consejos y recursos a 80 comunidades de diez distritos, con el fin de establecer empresas sociales destinadas al apoyo de niños vulnerables. Las comunidades iniciaron una amplia gama de actividades para generar alimentos e ingresos, cuyos productos y ganancias contribuyeron a mejorar la asistencia escolar y el rendimiento de los niños huérfanos, especialmente de las niñas. Los autores concluyen que ccci es una estrategia viable para mejorar la escolaridad de los huérfanos del África Subsahariana.

O impacto das transferências de recursos de capital comunitários sobre estudantes órfãos no Quênia

Neste artigo fazemos um relato sobre uma iniciativa de Transferência de Recursos de Capital Comunitários (CCCT) no Quênia que buscou mobilizar e capacitar comunidades afetadas pelo vírus HIV para que possam atuar frente às necessidades de crianças órfãs e vulneráveis. Com financiamento bilateral, o Departamento de Serviço Social do Quênia ofereceu a 80 comunidades de dez distritos orientação e recursos para a criação de empresas sociais de apoio a crianças vulneráveis. Uma ampla série de atividades geradoras de alimentos e renda foi iniciada pelas comunidades, cujos produtos ou lucros contribuíram para uma maior frequência escolar e melhor desempenho de crianças órfãs, particularmente entre as meninas. Concluímos que a CCCT é uma estratégia viável para melhorar o aprendizado escolar de órfãos da África Subsaariana.  相似文献

Prior research has demonstrated that adolescence is a sensitive period to develop their belief in a just world (BJW), both general and personal. Research has found significant relationships between BJW, perceptions of school fairness, student conduct, and perceptions of legal authorities. However, no research has combined these constructs in one model to get a broader picture of how adolescents construct their worldview of fairness and how this influences their compliance with authorities. This study analyzed 475 Brazilian adolescents across three schools. A partially mediated and a mediated model were tested to determine if students’ BJW relate directly or indirectly to student conduct and perceptions of legal authorities through school fairness. The partially mediated model best fit the data. Personal BJW predicted students’ perceptions of the school fairness, which predicted student conduct. General BJW and school fairness predicted adolescents’ perceptions of legal authorities. Perceptions of school fairness are influenced by Personal BJW and are predictive of students’ conduct and opinions of legal authorities. By analyzing multiple constructs simultaneously, this study provides a picture of how these overlapping conceptualizations of justice interact. Students who do not believe their school is fair are less likely to respect and abide by the rules and are more likely to also expect unfair treatment from law enforcement and judicial officials. This study points to the importance of students’ perceptions of justice at school and highlights the far-reaching implications of students who do not perceive or expect justice in their lives.  相似文献

The objective of the present study was to examine the effects of parental bonding and cognitive coping in the relationship between negative life events and depressive symptoms in adolescence. A sample of 1310 adolescents attending an intermediate vocational education school filled out a questionnaire. Adolescents with a poor parental bonding relationship seemed to be more vulnerable to depressive symptoms in the face of adverse life events than adolescents with more optimal bonding styles. Cognitive coping strategies seemed to play an even more important role. The use of self-blame, rumination, catastrophizing, positive refocusing, and positive reappraisal appeared to be related to depressive symptoms. In addition, self-blame, rumination, and positive reappraisal seemed to have a moderating role in the relationship between the amount of stress experienced and depressive symptoms. Developing prevention and intervention programs aimed at the formation of optimal bonding relationships and teaching adolescents adaptive cognitive coping strategies seems advisable.  相似文献

In 2008 Bhutan inaugurated a written constitution thereby instituting the state as a constitutional monarchy. The constitution is almost unanimously described as democratic by international media and academics. The ease with which this apparent consensus on its democratic character has been achieved, however, raises the important question of how best to approach the theory of constitutional democratization. In approaching the issue of democratization as a move towards popular control, this article discusses the ambivalence of the Bhutanese constitution towards this principle in a cultural context where social order is seen as constituted within the unity of king, country, and people. Curiously, this language is not as unique to Bhutan as one might expect, but influenced by the Westminster legacy in its emphasis on the principle of “Crown in Parliament”, its ritualization, and ideas of political inequality. It raises the question whether this model is suitable as a blueprint model for countries with different historic and cultural trajectories from the European ones? The article advocates a novel approach to the analysis of constitutional transition that transgresses the dichotomy between an institutional and linguistic approach, thus opening up interesting new insights on the waxing and waning of processes of expanding popular control.  相似文献
