The metaphor of ‘orchestration’ is applied to an emergent change whereby developing different versions of a resource to solve local problems with managing hospitalized patient care in the USA became conceived as a nationwide innovation. A pluralistic framework incorporates Abbott’s conception of a system of professions, a cultural and political perspective on interaction and the notion of ‘orchestration’ which is distinguished from leadership and management. Small‐scale research in diverse settings shows how key stakeholders including academic medical researchers orchestrated the coalescence of disparate practices into a unified movement, although working in a relatively decentralized healthcare system featuring a complex mix of public, private and voluntary sectors. Sufficient confluence between diverse interests was nurtured for widespread acceptance of a new ‘hospitalist’ role coordinating inpatient treatment. It is suggested that the metaphor of orchestration may have wider potential as a heuristic for understanding emergent change that becomes more complex as it spreads.  相似文献

Although restorative justice principles and practice have been applied extensively in community‐based juvenile justice settings, implementation in residential treatment facilities has been far less common. We describe recent experimentation and possibilities for broader application to disciplinary infractions, the response to harm and crime, promoting community and citizen input, “community building” for conflict resolution skill development and changing the culture of facilities, and reentry. We conceptualize three “communities” as most relevant to addressing needs of incarcerated youths, their victims, and support groups, and then discuss theoretical frameworks and empirical research supportive of restorative practice in this context. Challenges to implementation of restorative practice, compatibility with other treatment and disciplinary agendas, and concerns about preserving the integrity of the model are also considered.  相似文献

We explore the effect of the rapid increase in capital gains realizations on state income tax revenue during the 1990s and 2000s, and the effect that this had on state fiscal decisions regarding the use of these revenue. We find wide variation in the growth of capital gains realizations across states and that the growth in capital gains had a significant effect on state income tax revenue for many states. We find that states used a sizable portion of the additional revenue from capital gains to fund reserves in the year the revenue was generated, and that capital gains revenue lead to some reductions in taxes but not to increases in expenditures. The evidence suggests that states were conservative in their use of capital gains related revenues.  相似文献

Contentious debate is currently taking place regarding the extent to which public scrutiny of the police post‐Ferguson has led to depolicing or to a decrease in proactive police work. Advocates of the “Ferguson effect” claim the decline in proactive policing increased violent crime and assaults on the police. Although police body‐worn cameras (BWCs) are touted as a police reform that can generate numerous benefits, they also represent a form of internal and public surveillance on the police. The surveillance aspect of BWCs suggests that BWCs may generate depolicing through camera‐induced passivity. We test this question with data from a randomized controlled trial of BWCs in Spokane (WA) by assessing the impact of BWCs on four measures: officer‐initiated calls, arrests, response time, and time on scene. We employ hierarchical linear and cross‐classified models to test for between‐ and within‐group differences in outcomes before and after the randomized BWC rollout. Our results demonstrate no evidence of statistically significant camera‐induced passivity across any of the four outcomes. In fact, self‐initiated calls increased for officers assigned to treatment during the RCT. We discuss the theoretical and policy implications of the findings for the ongoing dialogue in policing.  相似文献

I. N. Duncan Wallace, QC studied law at his father's old college, Oriel, Oxford University, before spending the war years in the Navy. After the war he completed his law course, was called to the Bar in 1948 and took silk in 1973. His legal career involved practice in Pacific Rim countries such as Malaysia, Singapore, Hong Kong, the Philippines and Indonesia, as well as stints as ‘visiting’ Scholar and Professor at the University of California at Berkeley and King's College, London.
