Water institutions in India play a crucial role in managing scarce water resources and are central to economic development and poverty alleviation. Designing appropriate institutional mechanisms to allocate scarce water and river flows has been an enormous challenge due to the complex legal, constitutional, and social issues involved. The Indian water sector has been grappling with poor performance and deterioration of public (canal and tank) irrigation systems, high extraction levels of groundwater, and related economic and environmental problems. The objective of this article is to carry out a preliminary assessment of institutional mechanisms available to manage water resources in India. The article surveys various formal and informal institutional arrangements that are used at present and their design features in order to identify those institutions related to superior performance. The analysis indicates that crafting “winning institutions” and the policy frameworks to strengthen them should take into account not only the proven criteria of institutional design but also the changing socioeconomic, political, and cultural factors.  相似文献

In forensic laboratories, increased extraction efficiency of trace evidence is paramount because analytical success is intrinsically dependent on the quantity of DNA recovered. Moreover, highly concentrated nucleic acids are vital for effective downstream analysis and high quality results. This study investigated the efficiency of extraction with the Qiagen® QIAamp® DNA Investigator kit, and explored improvements to the methodology that would maximise the recovery of low concentration forensic samples. Controlled amounts of starting cellular material were used to mimic trace (or low level) DNA deposits prior to DNA extraction with the Investigator kit. Addition of the provided carrier RNA along with conducting two successive elutions of 50 µL improved the net recovery of DNA to 95%. Concentration with centrifugal filters post-extraction were able to concentrate DNA but a large net loss was observed. For the concentration of historic, retrospectively extracted DNA, centrifugal methods are able to concentrate DNA extracts previously too dilute for analysis. These concentrated volumes, however are small, allowing for minimal downstream analysis attempts before the sample is exhausted.  相似文献

The estimation of an individual's age at death plays a critical role in the investigation of unidentified human remains. The Suchey–Brooks method, which involves the analysis of degenerative morphological changes in the pubic symphysis, is currently widely used to estimate age in adults. This study tested the applicability of the Suchey–Brooks method on a contemporary adult Australian (Victorian) subpopulation by observing three‐dimensional volume‐rendered postmortem computed tomographic (PMCT) reconstructions of the pubic symphysis of 204 individuals aged 15–100 years. Results showed the method was reliable for females (85% correct allocations) but not for males (67% correct allocations). It is therefore recommended that extreme caution be used when applying the Suchey–Brooks method for estimating age at death of an individual in this subpopulation from PMCT images. The results suggest further investigation into alternate age estimation methods is required.  相似文献

Plastics including adhesive tapes, cable ties, and packaging are common evidence types encountered in forensic investigations and casework. Traditional examination techniques such as Fourier Transform Infrared (FTIR) spectroscopy lack specificity and are unable to discern differences within the same polymer structures leaving the analyst with a generic identification. High quality manufacturing methods further amplify the limitations in detecting variability between samples. Isotope Ratio Mass Spectrometry (IRMS) has been shown to be a valuable technique in further discriminating plastics. Discrimination is achieved by analysing the relative abundances of stable isotopes within a sample, with differences detected in isotope ratios possibly attributed to the source of raw materials and fractionation during the manufacturing process. A survey of cling wraps and re-sealable zipper storage bags collected in the Australian Capital Territory was undertaken to assess the variability in carbon and hydrogen isotope ratios of different brands and samples. The results of this research are discussed, particularly with respect to within and between brand trends, and a case study is presented as an example of the value of including IRMS in a casework context.  相似文献

Following a crime, witnesses are often asked by the police to construct a Photo-FIT likeness of the suspect. However, previous laboratory research has indicated that the quality of the likenesses produced can be very poor. This study investigated whether the artistic enhancement of the basic Photo-FIT by a skilled operator using a variety of techniques influenced the quality of the Photo-FIT impression produced, and in turn increased the likelihood of correct recognition from the Photo-FIT. Six professional police Photo-FIT operators produced one basic Photo-FIT which was not artistically enhanced in any way and one Photo-FIT which had been artistically enhanced. These two types of Photo-FIT were given to 105 police recruits who were required to identify which face that Photo-FIT represented from a photographic lineup of 12 ‘suspect’ photographs. Composites which had been enhanced were significantly more successful in leading to a correct identification than were basic composites which had not been enhanced. The implications of these findings for police procedure and practice in the employment of commercial composite systems are discussed.  相似文献

The renaissance in the theoretical analysis of intergovernmental organizations (IGOs) has focused on formal IGOs (FIGOs), but many IGOs are subject to no formal treaty and/or have no permanent secretariat. Important examples of informal IGOs (IIGOs) include the G-groups that are the locus of much high-level interaction among states. We develop the spectrum of intergovernmental arrangements to show the wide variation in the formalization of international institutions and theorize when states will choose informal arrangements such as an IIGO over (or in combination with) a FIGO. A paired case comparison illustrates our claims that states use IIGOs when they need flexibility, to protect their sovereignty, to maintain close control of information, to lower short term transaction costs for speed, to minimize bureaucracy and to manage uncertainty during times of crisis. Finally, we examine how institutional choice is influenced by power.  相似文献
