Problem solving and youth violence: an evaluation of the Boston Gun Project

The Boston Gun Project is a problem-solving policing initiativeaimed at reducing homicide victimization among young peoplein the city of Boston. It represented an innovative partnershipbetween researchers and practitioners to assess the city's youthhomicide problem and implement an intervention intended to havepowerful impacts in the near term. In early 1996, a workinggroup representing a variety of law enforcement and social serviceagencies implemented an intervention that strategically respondedto gang violence, focused enforcement efforts on gun trafficking,and emphasized communication of the strategy to generate deterrence.The intervention is associated with a 60% decline in youth homicidevictimization (i.e., two fewer victims per month). There aresmaller declines in other measures of violence. The declinein youth homicide is sharp and occurs coincident with the introductionof the intervention. Competing hypotheses appear unable to accountfor the decline.     

On the detection of minor Rhesus antigens in blood stains

A new method for the detection of minor C, Cw, c, E, e-antigens of the Rhesus system in blood stains has been developed based on the absorption-elution technique with the use of anti-C, anti-Cw, anti-c, anti-E, and anti-e sera and standard erythrocyte preparations preliminarily treated with highly active proteases (protease C or papain). This method makes it possible to determine complete Rhesus phenotype in blood stains and substantially extend the possibilities of their differentiation on material objects (evidence) for the purpose of forensic-biological examination.     

The absorption-elution technique with the use of highly active proteases: a novel technology for the detection of Rhesus D antigen in bloodstains

The proposed method for the specific detection of Rhesus D antigen in 6 month old bloodstains is based on the use of modified immunoglobulins (anti-rhesus D peptides) in the absorption-elution reaction (AER). These peptides were prepared by an original method using polyclonal anti-rhesus D antibodies and standard erythrocytes preliminarily treated with a highly active protease. Specific identification of D antigen of the Rhesus system obviates the problem of poor AER specificity and thereby significantly improves the quality of forensic biological expertise.     

On the training of specialists for forensic biological departments of forensic medical bureaus

The author analyses the main activities of the departments of forensic medicine in the Russian Medical Academy of Post-Diploma Education and the Sankt-Peterburg Medical Academy of Post-Diploma Education in the sphere of training and education of biologist experts. Information about the participants of these educational and training programs is presented. Taken together, these data give an idea of the character of post-diploma training of biologist experts and its dynamics during the period from 1950 and 2010. Results of the analysis may be of value for the long-term planning of advanced professional training and upgrading of qualification of the experts for forensic biological departments.     

The main results of expert activities in the forensic biological departments of the bureau of forensic medical expertise of the Russian Federation for 2009

This paper reports the main results of expert activities in the forensic biological departments of the Bureau of Forensic Medical Expertise of the Russian Federation for 2009. Analysis of expert data is supplemented by the comparison of the efficacy of the methods applied for the purpose of forensic medical studies. The information about the staff composition, material and technical support of the forensic biological departments is presented. A number of drawbacks have been revealed in the work of the forensic biological departments; recommendations are proposed for the improvement of their activities.
