In the thirty-five years after passage of the Bayh–Dole Act of 1980, a robust literature has documented the emergence of university technology transfer as a critical mechanism for the dissemination and commercialization of new technology stemming from federally-funded research. Missing from these investigations, however, is what this paper terms the legal perspective, an understanding of how the law and its attendant mechanisms impact university technology transfer. Specifically, the paper reviews the extant legal scholarship and provides examples of how case law, legal structures, and the unique nature of intellectual property law affects technology transfer, as well as higher education policy and management. Throughout, we propose critical questions for future investigation, which serve to form a cross-disciplinary research agenda that can contribute fresh insights to scholarly and policy discussions related to the role of universities in economic and social development. 相似文献

Collaborative governance has emerged recently as an alternative to the traditional sector-based, single-actor approaches for addressing complex governance challenges. However, previous research has given little attention to collaborative governance within international policy contexts. To address this gap, an integrative collaborative governance framework is used to analyze product development partnerships (PDPs) that seek to develop vaccines to prevent the spread of devastating diseases within the developing world. The analysis indicates that PDPs are helping address acute governance challenges and are emblematic of the increasing importance of nonprofit organizations in collaborative governance regimes. Implications for research on collaborative governance are also discussed. 相似文献

A lot has been written about how, in the first decades of the twentieth century, cinema validated new perceptual structures and how these affected literary narrative. But the department store was also a vital part of the mobile spectacle of modernity. Ginza and its department stores provided experiences of urban flâneuring and visual consumption that would have important effects on gender and subjectivity. This essay focuses on three short stories published between 1922 and 1931, all set in department stores or on the Ginza: Tanizaki Jun'ichirō’s ‘Aoi hana’ (The Blue Flower, 1922), Itō Sei's ‘M hyakkaten’ (The M Department Store, 1931) and Yokomitsu Riichi's ‘Nanakai no undō’ (Seven Floors of Exercise, 1927). The stories share a radically experimental modernist form: fragmented interior monologues, montage-like juxtapositions, abrupt shifts of narrative perspective. They are also connected in their preoccupation with looking, with the drama of seeing and being seen. My analysis traces how the domain of vision becomes a place of struggle over subjectivity, how gendered visual hierarchies are undermined and at least temporarily reversed. 相似文献

In this paper we identify the population of 32 US university-related Proof of Concept Centers (PoCCs), and we present a model of technology development that identifies the economic role of PoCCs within that model. We examine the broad technology transfer challenges that PoCCs have been established to address. Further, we argue that PoCCs are a growing technology infrastructure in the United States, and they are important as a possible element of our national innovation system. 相似文献

This article presents the case against immigration controls. Nation states, which are giving up controls on the movement of goods and capital, nevertheless still try to control the movement of people. Like controls under apartheid, immigration controls will eventually become untenable. They are also a relatively recent phenomenon. The actions of the governments of the rich countries, their international agencies and corporations increase both the opportunities and the need for migration. Together with arms sales and support for right-wing repressive regimes, they bear much responsibility for the wars and persecution from which people are forced to flee. The strongest reason for abolishing immigration controls is the increasingly harsh suffering they impose on refugees and migrants, largely to deter others. In the process, they undermine many human rights, including potentially those of existing residents. 相似文献
