Molecular Identification of Necrophagous Dermestes Species in South Korea Using Cytochrome c Oxidase Subunit I Nucleotide Sequences (Genus Dermestes)

Species identification of necrophagous insects found on a dead body is an essential key in applying medicolegal entomology to the estimation of postmortem interval (PMI). Due to limited morphological identification of insect evidence, several studies have identified species using molecular information such as DNA markers. While considerable cytochrome c oxidase subunit I (COI) gene sequence data of necrophagous fly species have been collected and annotated, those of necrophagous beetle species have not. Since necrophagous beetles such as Dermestes species have a larval period longer than that of flies, beetles are useful in even the late decomposition phase in estimating minimum PMI. To obtain the full-length COI gene sequences of six Dermestes species collected from South Korea, we designed primers for polymerase chain reaction amplification and sequencing. The obtained full COI nucleotide sequences were used for performing phylogenic analysis and comparison with previously reported sequences. The results demonstrated that the COI gene sequences could be used to identify forensically important Dermestes species in South Korea.     

Single Nucleotide Polymorphism Assay for Genetic Identification of Lophophora williamsii*

Lophophora is a member of the Cactaceae family, which contains two species: Lophophora williamsii and L. diffusa. Lophophora williamsii is an illegal plant containing mescaline, a hallucinogenic alkaloid. In this study, a novel method based on a single nucleotide polymorphism (SNP) assay was developed for identifying L. williamsii; this assay reliably detects SNPs within chloroplast DNA (rbcL, matK, and trnL-trnF IGS) and was validated for identifying Lophophora and L. williamsii simultaneously. The chloroplast DNA sequences from four L. williamsii and three L. diffusa plants were obtained and compared using DNA sequence data from approximately 300 other Cactaceae species available in GenBank. From this sequence data, a total of seven SNPs were determined to be suitable for identifying L. williamsii. A multiplex assay was constructed using the ABI PRISM^® SNaPshot™ Multiplex Kit (Applied Biosystems, Forster City, CA) to analyze species-specific SNPs. Using this multiplex assay, we clearly distinguished the Lophophora among 19 species in the Cactaceae family. Additionally, L. williamsii was distinguished from L. diffusa. These results suggest that the newly developed assay may help resolve crimes related to illegal distribution and use. This multiplex assay will be useful for the genetic identification of L. williamsii and can complement conventional methods of detecting mescaline.

The mysterious overvaluation of KRW in the 1990s†

Existing theories on real exchange rates predict a significant undervaluation of the Korean won (KRW) in the early and mid-1990s. The paper demonstrates why this expectation did not materialize and instead an unprecedentedly large degree of overvaluation took place. Focusing on three variables, namely, financial repression, devaluation pass-through, and policy exhibitionism, the paper examines how the unraveling of the developmental state eventually gave rise to the 1990s’ overvaluation. It argues that the policy exhibitionism of the new civilian government amplified the influence of Chaebol on monetary policies, which in turn created a strong appreciative force to KRW. It also contends that the increasing exchange rate pass-through onto the prices of imported intermediate goods explains why Chaebol did not desire to tame the excessive appreciative trend despite its detrimental effect on their exports. The paper offers policy implications for other state-led, emerging economies.     

In Times of Sickness: Intra-household Labour Substitution in Rural Indonesian Households

In many developing countries, households with ill adults suffer not only from diminished labour supply but also from an inability to borrow against future labour income. Intra-household labour substitution may be an important coping strategy for these households. Using information about individual health status provided by Indonesia Family Life Survey, this study finds some evidence that Indonesian farm households cope with chronic illnesses of male adults through intra-household labour substitution. Yet, the results show that this strategy is not effective in the case of severe health shocks and that these households are unable to keep their family farm profits stable.     

Missing in action: practice,paralegality, and the nature of immigration enforcement

U.S. immigration control is typically understood in terms of enforcement practices undertaken by federal officers guided by legislation and court decisions. While legislation and court opinions are important components of the immigration control apparatus, they do not adequately account for immigration control ‘on the ground.’ To explore this problem, we advance the concept of paralegality, the practices and operations that constitute a dynamic system of actions and relationships that are not simply linear applications of legislation or judicial decisions but may in fact extend or counter these texts. We illustrate the importance of paralegality by reconstructing the evolution of the §287(g) and Secure Communities programs, both of which have shape-shifted dramatically since their inception. Our account of immigration control highlights the problem practice poses for law, proposes a theoretical alternative to textual-law-centric research on immigration and law enforcement, and contributes to scholarship on everyday citizenship.     

Korea in the post-cold War Era

As mentioned earlier, the Korean peninsula remains unfortunately one of the last vestiges of the Cold War. And it is essentially up to the 70 million Korean people in the South and the North to wash away the undesirable legacies of the old regimes, to institute a solid structure of peace and stability on their land, and to lay the foundation for unification. And this task must be achieved at the latest by the end of this century. A new order is now emerging in East Asia. The unification of Korea is essential for this new order to evolve. To this end, the Republic of Korea will exert every effort to reach modus vivendi with the North at the earliest time and to put into effect the agreements and commitments made at the conference table. The resolution of the nuclear issue is of utmost importance in creating an environment in which both sides will be able to deal with each other with reasonable mutual trust and confidence.     

Exploring the forensic use of the emotional recognition test (ERT)

General "hypo-emotionality" has now become a broadly accepted concept as one of the conspicuous psychological characteristics of repetitive, violent offenders. Numerous psychophysiological studies have verified this premise. The current study sought to examine the applicability of the Emotional Recognition Test (ERT) in a sample of 85 Korean inmates in a maximum-security prison. Two additional criterion groups were included for comparison: normal controls and schizophrenic inpatients. Because the ERT consists of problem-solving items, it is relatively free from response biases and is more efficient than measuring physiological responses. Results indicated that all criterion groups scored significantly differently on the ERT total and subscale scores. Additionally, similar to the physiological emotion-specific findings, emotion-specific subscales of the ERT indicated that offenders had significantly more difficulty in recognizing negative emotional stimuli, particularly sadness.     

The Needs and Financial Problems of Small and Rural Localities: The Case of West Virginia

The areas of Public Finance and Financial Management present potential problems for small and rural local governments. Responses from a survey of West Virginia local public officials were used to examine the severity of these two issues. Both issues were thought to be of equal importance Instead, the findings showed that Public Finance issues rated very high while Financial Management issues rated very low. Potential influences, such as type of locality, professionalism, and metropolitan area status, fail to explain the differences. Thus, it is concluded that for small and rural localities, Public Finance issues are more important than Financial Management issues     

The impurity characteristics of methamphetamine synthesized by Emde and Nagai method

Impurity profiling and classification of seized methamphetamine may play an important role in the interpretation of analytical results, the determination of the synthetic method employed, and the criminal investigations of drug traffic routes. Our study is focused on classifying seized methamphetamine samples according to the groups sorted by the types and quantities of impurities present in illicit methamphetamine samples. The samples (100 mg) were dissolved in 2 mL of potassium phosphate buffer (pH 7.0), extracted with 200 μL of ethyl acetate under basic condition, and then analyzed by gas chromatography-mass spectrometry (GC–MS) with a DB-1 capillary column (30 m × 0.25 mm i.d., 0.25 μm). Five impurities are used as criteria for the classification of seized methamphetamine samples by Emde and Nagai method. A total of fifty-two samples of seized methamphetamine were analyzed by GC–MS and classified by five organic impurities, and then sorted into four groups, which are Nagai type, Emde Type, Undetermined I type, and Undetermined II type.
