The thin blue line meets the big blue sky: perceptions of police legitimacy and public attitudes towards aerial drones

Police departments across the United States are now integrating new visual monitoring technology (e.g. unmanned aerial vehicles [UAVs or ‘drones’], body cameras) into routine police practices. Despite their potential use in multiple areas of proactive and reactive policing, public attitudes toward police use of UAVs, and visual monitoring technology overall, is mixed. As an extension of previous research, the current study uses a national survey to assess how well individuals’ perceptions about police legitimacy, effectiveness, and other criminal justice attitudes predict the level of public receptivity and opposition toward police UAV use in various contexts. The implications of these findings for public policy and law enforcement practices are discussed.

Expedited, chemically enhanced sperm cell recovery from cotton swabs for rape kit analysis

This report focuses on the development of a method for chemically induced enhancement of cell elution and recovery from cotton swabs. The method exploits the exclusive use of detergents for intact cell removal, and can be utilized in conjunction with, or to circumvent, conventional differential extraction (DE). Samples treated with Sarkosyl (54.4 +/- 1.8%) and sodium dodecyl sulfate (SDS) (78.5 +/- 0.7%) yielded higher sperm cell recoveries than a conventional DE buffer (39.4 +/- 2.1%). The results indicated that the choice of detergent affected sperm cell yield, with anionic detergents having the greatest effect. Storage time of samples affected the concentration of detergent required for optimal sperm cell recovery, longer times requiring increased detergent concentrations. In addition, the extent of sperm cell lysis by proteinase K digestion was evaluated. The results indicate that the exclusive use of SDS enhances the release of sperm and epithelial cells from a cotton swab as compared with DE buffer, providing for a more effective DNA analysis.     

Of time,leadership, and governance: Elite incentives and stability maintenance in China

China's party‐controlled elite appointment system has been praised for contributing to growth and order in recent decades. Inspired by Mancur Olson's insight into elite incentives and governance, we examine how the Chinese practices of elite management affect the character of governance using unique survey and interview data on township leaders and social contention. We find that, first, externally appointed party secretaries experience more petitions and mass incidents during their tenure and are more likely to use coercion to deal with petitions than internally appointed secretaries. Second, these tendencies are moderated when externally appointed party secretaries are paired with internally appointed township heads We explore the implications of such behavioral differences and suggest our findings are of broad significance for understanding governance in China.
