Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. This outline may assist other courts in their own implementation efforts.  相似文献

The media allow crime to infiltrate the public’s consciousness in every conceivable way, thereby playing a major role in shaping the public’s opinion and attitude toward crime and crime issues (Barak, 1995; Fields & Jerin, 1996; Kappeler & Potter, 2005). Reporters constantly talk about crime, and crime related stories dominate the headlines of local and national newspaper outlets (Dowler, 2003; Pizarro et al, 2007). Some of the most highly rated television programs are based on crime plots and people across social, political, and racial demographics are constantly engaged in crime dialogue generated from local or national news stories. When the focus of these mediums is on youth they become even more profound and contentious. The images portrayed conjure up stereotypes that lead to fear and inflammatory remarks that become entrenched into the national lexicon. The current study uses data from the National Opinion Survey of Crime and Justice to test the relationship between crime-related media viewership and fear of victimization within a nationally representative adult sample. Approximately 42.67% of respondents reported regularly watching crime shows and about the same proportion (42.83%) believed their local media paid too much attention to violent crime. In addition to regular crime-show viewership, confidence in the police, gender, and recent contact with the police were associated with fear of victimization. This article adds to an existing body of research through a largely unexplored area in the administration of justice. It does so within the context of the U.S. juvenile justice system.  相似文献

This article is part of a broader project on the social history or histories of anarchism. The standard accounts of anarchism (Nettlau, Joll, Woodcock, Marshall etc.) have been combinations of the histories of ideas and political/social movements. A larger project I am engaged in uses another methodology and is reliant upon the vast outpouring of published and unpublished academic writing on social history that has been produced since the 1960s. I will cover only several interconnected themes here: anarchism, internationalism and nationalism in Europe. This article will give a synoptic overview of the internationalism of the European anarchist and syndicalist movements during the “classical” period of anarchism (1860–1939). It focuses on the First and Second Internationals and the birth of the Third. It examines the ideology and culture of Internationalism, which was the nursery of the modern anarchist movement. The linkage between federalist and regionalist republicanism is stressed and the legacy of the Paris Commune of 1871 is highlighted. The desire to secure a global level playing field in labour markets promoted labour internationalism during the First International and a revival of this strategy by anarchists and syndicalists during the era of the Second International. The mismatch of industrial development and union density between industrialised Britain or Germany and artisanal and industrialising France and southern Europe limited internationalism in the 1860s and the 1900s. Equally the patriotic legacy of the Commune of Paris undermined the internationalism of anarchists and syndicalists when war broke out in 1914. In 1917–1918 anarchist and syndicalist internationalism seemed to be revived as Europe entered a period of revolutionary discontent. But very quickly the Bolsheviks and the Soviet Union channelled this wave into the Third International and ultimately the interests of the newly born Soviet State. Anarchist and syndicalist internationalism had little effect on the fortunes of the anarchists in the Spanish Civil War in a world of nation‐states and state‐centric political parties and movements.  相似文献

The world seems to be characterized by political pluralization (the emergence of 'polities' other than the nation state) in addition to an already existing state of moral pluralism. This severely complicates political attempts at problem-solving on, for example, a global scale. One of the most stressing potential problems is the coexistence of mutually effacing or contradictory systems of political norms. To tackle such problems, we argue that policy teloi – shared conceptions giving direction to cooperative political ventures (particularly sustainable development ) – can be helpful. The conditions of success for policy teloi in the case of environmental sustainability are investigated.  相似文献

The forensic science community raised the need for improved evidence recognition, collection, and visualization analytical instrumentation for field and laboratory use. While the 3D optical techniques for imaging static objects have been extensively studied, there is still a major gap between current knowledge and collecting high‐quality footwear and tire impression evidence. Among optical means for 3D imaging, digital fringe projection (DFP) techniques reconstruct 3D shape from phase information, achieving camera‐pixel spatial resolution. This paper presents a high‐resolution 3D imaging technology using DFP techniques dedicated to footwear and tire impression capture. We developed fully automated software algorithms and a graphical user interface (GUI) that allow anyone without training to operate for high‐quality 3D data capture. We performed accuracy evaluations and comparisons comparing with the commercial high‐end 3D scanner and carried out qualitative tests for various impressions comparing with the current practices. Overall, our technology achieves similar levels of accuracy and resolution with a high‐end commercially available 3D scanner, while having the merits of being (1) more affordable; (2) much easier to operate; and (3) more robust. Compared with the current practice of casting, our technology demonstrates its superiority because it (1) is non‐destructive; (2) collects more evidence detail than casts, especially when an impression is fragile; (3) requires less time and money to collect each piece of evidence; and (4) results in a digital file that can easily be shared with other examiners.  相似文献

Suppose the optimizing consumer only has local information, then what? Obviously, there will be a random element of consumption. The link between the frequency distribution of consumption by person and preference surface is worked out. Under convex preferences there will be a unimodal distribution and conversely. A local optimizing theory of addictive behavior is developed from nonconvex preferences. The resulting bimodal distribution of consumption implies a nonrobust outcome for median voter politics. Such a local optimizing model of addiction is compared with globally optimizing models of addiction.  相似文献

This paper investigates the effectiveness of New Jersey's mandatory belt use law (MUL) by testing specifically for: (1) a safety effect, and (2) a risk-compensation effect that could offset (in part) any safety impact. The main findings are that injury severity declined significantly in the 22 months following implementation of the MUL; but that accident frequency increased significantly. The increase in accidents may be explained only partially by increased driving mileage. These findings suggest that the real safety effect of the law may have been diluted by risk-compensating behavior.This paper is based on a study conducted for the New Jersey Office of Highway Traffic Safety by the Rutgers University Bureau of Economic Research.
