This essay is a response to Alfred L. Chan's critique of my book, Bureaucracy, Economy, and Leadership in China This essay reaffirms the arguments of my book by examining the nature of politics in China in the mid 1950s through a variety of methods and some sources available after my book was published. It shows that bureaucratic politics was very common during the mid 1950s, that the Chinese political system was institutionalized, and that there were significant disagreements between top financial officials (Chen Yun and Li Xiannian) and top planners (Li Fuchun and Bo Yibo). It also argues in passing that Chen Yun was no ordinary planner; he was the most economically reform minded leader in the Soviet bloc in 1956–1957. In conclusion, I suggest some major questions for which conventional accounts cannot fully account.  相似文献

Succession politics in China is usually seen as one political process. This article argues that in fact, political succession in China after Deng Xiaoping should be seen as three analytically and politically distinct processes: succession, consolidation, and transition. Each process requires different political skills and attributes, and success in one process does not guarantee success in another, and may in fact work against success in another. The article argues that Jiang Zemin is likely to be the successor, but that he will have great difficulty consolidating power after Deng’s death. One way he might consolidate power is to reverse the verdict of June 4. The failure of Jiang or anyone else to consolidate power is likely to slow economic transition.  相似文献

Abstract

Since the Saudi-led coalition (Coalition) began its military campaign in Yemen in March 2015, upwards of 13,000 Yemen civilians have been killed, including nearly 2000 women and 3000 children. Additionally, Coalition aerial attacks have intentionally targeted Yemen’s civilian infrastructure, economic infrastructure, medical facilities and cultural heritage. Combined with the ongoing air and naval blockade, which has impeded the ability of Yemenis to access clean water, food, fuel and health services, the violence visited upon Yemen has created near-famine conditions. Furthermore, United Nations Children’s Fund (UNICEF) predicts another imminent outbreak of cholera, with the potential to be as deadly as last year’s which infected more than one million children and killed a child every 10?minutes. Through engagement with genocide studies literature, this article applies a holistic conception of genocide to the Coalition military campaign. It finds that the Coalition is conducting an ongoing campaign of genocide by a ‘synchronised attack’ on all aspects of life in Yemen, one that is only possible with the complicity of the United States and United Kingdom.  相似文献

Violence and victimization inside the prison setting are accepted as facts, although the facts about their prevalence remain uncertain. Variation in the methods used to estimate rates of sexual and physical victimization contribute to the wide range in estimates appearing in the prison literature. This article focuses on the questions used in the prison victimization literature to elicit information on victimization from inmates, compared to questions used in the general victimization literature. The questions used in the National Violence Against Women and Men Surveys are used to estimate sexual and physical victimization rates for an entire prison system. Rates of victimization were found to vary significantly by specificity of the question, definition of perpetrator, and clustering of behaviors. Facts about victimization inside prison will become more certain when the methodology becomes more standardized and consistent with definitions of victimization.  相似文献

Race and ethnicity has emerged as one of the most important variables in explaining differences in homicide perpetration and victimization patterns in the U.S. Most research on minorities and homicide has tended to focus exclusively on African‐Americans, while excluding other minority groups such as Native Americans, and Latinos. In this study we examine patterns of homicide among Mexican Americans in Phoenix from 1980 through June 1991. These patterns are compared to those displayed by non‐Latino African Americans, and non‐Latino whites in Phoenix for the same time period.  相似文献

A recent investigation by Rosenberg and Rosenberg used longitudinal data from the Youth in Transition study to explore the causal relationships between delinquency and self-esteem. The present study is based on the same sample of young men in high school and extends Rosenberg and Rosenberg's analysis, first by using the same cross-lagged correlation methods applied over a longer time period, and then by employing a causal modeling approach using the LISREL computer program. Each of the analyses was carried out using the total sample as well as two subsamples, the highest and lowest quartiles in initial self-esteem. The causal modeling analyses attempted (a) to take careful account of the actual periods referenced by the measures of delinquency and self-esteem, (b) to control socioeconomic status and ability, and (c) to extend the model to demonstrate ways in which participation in teenage social life and current educational attainment might also influence and be influenced by self-esteem. The analyses suggest that self-esteem plays little part in influencing the teenage behaviors and orientations that follow in time. Consistent with Kaplan's prediction, among young men who enter high school with low self-esteem, the effects of delinquent behavior tend primarily to be self-enhancing.This research was supported by an Open University Research Grant awarded to John Bynner while a Fulbright-Hays Scholar at the Institute for Social Research, University of Michigan.Completed his first degree in Psychology at the University of Bristol and his doctorate at the University of London. Using a sample of 118 drug-involved women originally released from prison in the 1990s and re-interviewed between 2010 and 2011, this paper examines the role motherhood played in the desistance process from crime and substance abuse. Interview narratives revealed that motherhood rarely functioned as a turning point per se that activated desistance, but caring for children did serve to solidify prosocial identities once offenders had transformed their addict/criminal identities. Despite their identity transformations, however, the journey of desistance for the majority of mothers was still a long and arduous path. The reality for these mothers most often resembled a hostile terrain marked by the competing demands of battling addiction, finding employment and suitable housing with a criminal record, establishing visitation and custody rights in family court, and regaining the trust of children and family members who had long ago lost faith in their commitment to their families. This research illuminates the complexities inherent in the desistance process for a contemporary sample of drug involved adult women entrenched within the criminal justice system.  相似文献
