This article probes two aspects of women's ministerial careers in federal, provincial, and territorial cabinets from 1921 to December 2010. First, we examine whether the socio‐demographic profile of women ministers differ from female legislators of the governing party. Logistic regression analysis shows that women holding cabinet portfolios differ from female legislators with no ministerial responsibilities with respect to education, parliamentary experience, and age when first elected. Women legislators elected in Quebec, and more so at the federal level, were less likely to become ministers than women legislators nominated in other provinces. Second, we consider what portfolios women had over time, and how many different portfolios they were assigned to. The results are sobering: women ministers are still largely concentrated in socio‐cultural and socio‐economic portfolios, and most only occupy one or two of these portfolios. We conclude by identifying avenues for further research.  相似文献

This article ventures to be one of the first studies that examines the relationship between corruption and electoral turnout on the sub-national level. Taking Portugal, a southern European country with nationally relatively high levels of corruption and relatively low levels of turnout, as a case, we examine the relationship between the two concepts across Portugal’s 304 out of 308 municipalities for the legislative elections in 2005 and 2009. Controlling for municipal level GDP per capita, unemployment, the percentage of senior citizens, and population density, as well as the closeness of the election and the district magnitude, we find corruption to be a rather strong mobilizing agent. Compared to “clean” municipalities, our results indicate that turnout is several percentage points higher in “very corrupt” municipalities.  相似文献

This research aims to evaluate whether two types of social movement organisations (SMOs) – an organisation that has political influence and an organisation that focuses on consistent ideological frames and schemata of interpretation, attract different types of activists with different engagement patterns. Based on a comparative study of the membership of Attac Germany and France – two branches of the same organisation, which have identical goals but differ in their degree of political relevancy and ideological consistency – the research shows that, thanks to its recent policy successes, Attac Germany is mainly comprised of instrumentally-oriented members. In contrast, Attac France lacks policy successes, but offers its members a coherent ideological framework. Consequently, the membership of Attac France predominantly attracts activists with strong values and beliefs. The second part of the article also shows that the two types of activists – more instrumentally-driven and more ideology-oriented individuals – display distinct engagement patterns.  相似文献

Although there have been many studies that address the representation of women in parliament, there are few analyses that compare the current state of gender representation between democracies and non-democracies. Focusing on Africa, Central and South America, as well as Asia and the Pacific region, this paper evaluates whether democracies have more female deputies or whether female representation increases with the maturity of democracy. While controlling for the type of electoral system, quotas, women's participation in the workforce, a state's GDP, as well as its degree of corruption and Communist regime type, this cross-national analysis reveals that the variable democracy does not affect the representation of the genders in parliament. Women's parliamentary representation also does not increase with the maturity of democracy.  相似文献

In this article, we comprehensively analyze the macro-level link between income inequality and electoral turnout. First, we re-examine prior studies which affirm that higher inequality puts a drain on electoral turnout in wealthy industrialized Western countries. Second, we evaluate whether there is an association between the two concepts in a larger, more representative sample of democratic elections around the world. Third, we analyze if income inequality has a different influence on participation in the Western and non-Western countries. Controlling for nine theoretically informed covariates, we assess these claims in a multilevel framework with evidence from more than 550 democratic elections between 1970 and 2010. We find little evidence that electoral turnout is affected by income inequality. Our results also indicate that this “null” effect does not differ between the Western- and the non-Western world. However, we do find evidence that mandatory voting laws and more decisive elections boost turnout considerably.  相似文献

The European Court of Human Rights (ECtHR) is widely regarded as the most important human rights court worldwide. This article investigates the extent to which the court addresses cases from countries with the worst human rights performance. Using a new data set on all ECtHR judgments from 1995–2012, the analysis suggests that the ECtHR does not deliver its judgments against members of the Council of Europe with the worst human rights records, but instead against more democratic and affluent states. The reason is that litigating in front of a supranational court requires capacities that vulnerable people are unlikely to possess, except when aided by transnational advocacy groups. However, more judgements are issued against countries that lack independent judiciaries, where cases are less likely to be resolved at the domestic level. While the ECtHR might not address the worst human rights crimes, it plays a subsidiary role in the European human rights protection system by compensating for weak domestic judiciaries. However, the court's inability to independently pursue litigation, together with the lack of capacity in some countries to bring cases forward, have hampered more effective protection of human rights for the most vulnerable in Europe.  相似文献

This analysis looks at the link between regime type and good governance across four different levels of development – low income countries, medium-low income countries, medium-high income countries, and high income countries. Through pooled time series analysis of more than 170 countries with yearly or bi-yearly data from 1996 to 2009, I find that democracies are better governed than non-democracies. This relationship is robust across all regime types. Even at a low level of development, countries that elect their representatives in free and fair elections have a better regulatory framework and are more efficient and transparent. The practical implications of this finding are that a democratically governed state will most likely have a superior social and economic track record than a non-democracy.  相似文献
