Governments are increasingly implementing smart and digital approaches to promoting citizen participation. However, whether online participation platforms are tools that improve inclusivity in citizen participation remains underexplored. To address this gap, this article focuses on the role of recruitment messages and their effect on participation in an online participation platform by gender and age. A field experiment with a neighborhood census sample (N = 6,066) shows that online participation dips for younger and older citizens and is equal among women and men. For the age groups between 60 and 75, differences in the control and intervention recruitment messages significantly impacted participation. These findings can help public managers tailor recruitment strategies to facilitate inclusive participation and represent a first step toward learning what types of messages are effective for whom. 相似文献

AbstractThe European Union increasingly uses ‘soft’ international arrangements rather than formal international agreements in establishing relations with non-EU states. This contribution aims to raise the question of to what extent a move from hard to soft law in relations between the EU and its partners can be seen as allowing the Union to ‘step outside’ the legal framework (if that indeed is what is happening) and disregard the rules and principles that define the way in which EU external relations are to take shape. Possible consequences include the risk that these instruments are not subject to appropriate safeguards, that parliamentary influence (by the European Parliament as well as by national parliaments) is by-passed and that transparency is affected. There are various reasons for the EU not to use formal procedures, but a turn to informality does come at a price. 相似文献

In international development, shared ownership is assumed to be a condition for effectiveness. Academic studies question this relation, claiming shared ownership can instead lead to ineffectiveness. This study analysed the interplay between ownership and effectiveness in a transnational advocacy network for conflict prevention observed 2012–2015. Building on recent discussions about balancing unity and diversity in networks, this article unpacks the ownership/effectiveness relationship into three dimensions: collective identity, accountability processes and a shared advocacy message. We find that the question is not about more or less effectiveness, but about the processes shaping the meaning of effectiveness in particular institutional constellations. 相似文献

This article discusses the process of transforming partnership from a conceptual framework into a practical, operational framework for field-level interaction among humanitarian organisations. The authors approach this transformation from the perspective of the core values of the partnership concept and the ability of field workers to behave in ways that are consistent with these core values, illustrated by an empirical study of the relationships between the United Nations High Commissioner for Refugees (UNHCR) and NGOs in a refugee-assistance programme in northern Uganda. The authors connect inter-organisational structures with the role of people charged with making partnership work, concluding that the structures and context in which individuals operate make it impossible for them to ‘act out’ the core values of partnership. By identifying the major challenges to creating field-level, operational partnerships, the authors offer lessons for current and future partnership-building initiatives, such as the Global Humanitarian Platform. 相似文献

Citizen participation in the decision-making process and government's responsiveness to people's needs constitute the core of the democratic ethic. Three institutional arrangements are devised to make democracy more democratic: initiatives, referenda, and recall. This article deals specifically with the initiative process in the State of Montana. While citizen participation could be an end in itself, it is viewed here as a means to achieve specific ends. Both lay persons and professionals believe that the emotions displayed by a child witness during disclosure of sexual abuse are a factor of importance when judging the child's credibility. Unfortunately, not all children display emotions according to expectations, leading to misjudgments, and possible miscarriage of justice. In the present study, we examined how lay people's credibility judgments were influenced by a child's displayed emotions during the disclosure of sexual abuse. Participants (n?=?119), viewed video recordings of a mock police interview of an 11-year-old child actor disclosing sexual abuse, displaying one of four emotional expressions (angry, sad, neutral, and positive). Results showed that participants were strongly influenced by the emotions displayed; in particular, the display of strong negative emotions (anger) or positive emotions during disclosure significantly reduced judged credibility. The credibility ratings predicted the participant? judgments of the defendant's guilt and the willingness to pass a guilty vote in a hypothetical trial. 相似文献
