Simulation-oriented scenarios

This editorial introduction advocates the need to learn from experiences with crisis management in enhancing crisis preparedness and crisis management capabilities. It introduces the concepts of crisis, crisis management, and crisis decision making and goes on to present the method of reconstructive logic as a method of promoting learning about crises. In particular, it stresses the importance of developing alternative scenarios of crisis development and crisis management on the basis of empirical reconstruction of historical cases. Using what if methodology may challenge analysts and practitioners alike to achieve a more sophisticated understanding of crisis events and how they may be handled.     

Jurisprudential Dilemmas of European Law

Making a first sketch of philosophical issues arising fromEuropean Community law I want to present a series ofmore or less obvious, and more or less interrelated dilemmas,or even double binds.(i) Deepening the community becomes incompatible withwidening membership. (ii) National states seem bothnecessary for and obstructive in articulating transnationalproblems. (iii) The more democracy is needed as a warrantfor the public exercise of political power in Europe, themore the very concept of democracy on a European scaleevades understanding. (iv) European unity presupposes aunifying rule of law, while member states have radicallydifferent conceptions of this principle. (v) Even the verycore of European integration, the common market, is subjectto two conflicting and, indeed, incompatible doctrines ofcompetition. In explaining the nature of each dilemma I willtry to take my cue from the Maastricht Treaty wherever thisseems suitable. Then I will elaborate on the jurisprudentialproblems involved in it. Finally, each section will be closedby an attempt to state the nature of these problems inphilosophical terms.     

Social media echo chambers and satisfaction with democracy among Democrats and Republicans in the aftermath of the 2016 US elections

There is widespread evidence that individuals select information that supports their convictions and worldviews. This behavior yields the formation of echo chambers – environments in which an individual’s own political beliefs are repeated and amplified and dissenting opinions are screened out. Recent research demonstrates that social networking sites such as Facebook or Twitter can facilitate this selection into homogenous networks. Using data from a representative nation-wide online survey, we consider the degree to which respondents’ social media networks resemble virtual echo chambers. We then analyze the effect of these social media echo chambers on satisfaction with democracy among Democrats and Republicans in the aftermath of the 2016 US elections. Our findings reveal that virtual echo chambers boost democratic satisfaction among Republicans but they do not have an effect on system support by self-identified Democrats. Our paper therefore adds to a growing literature linking online behaviors to mass attitudes about politics.     

Reaffirming the value of the image and its social implications: Shlain and Lacan

Abstract

This article focuses on the issue of the reaffirmation of the value of the image from the perspectives of Shlain's startling uncovering of a connection between the historical rise of alphabet literacy and, concomitantly, patriarchy, on the one hand, the place of images which, at first blush, seems to indicate a negative evaluation – in poststructuralist, Jacques Lacan's psychoanalytical theory of the subject, on the other. Both perspectives give rise to a number of questions, which I shall explore briefly.     

Back to the Future? Senior Federal Executives in the United States

Based on findings from the 1970s, research literature on senior government executives emphasized a growing integration of politics and administration. This integration was reflected in what we called the "Image IV" bureaucrat wherein political role traits combined with those of traditional bureaucratic ones. Although this was by no means a dominant trend, we were led to speculate that traditional divisions between political and bureaucratic roles were eroding. Data gathered from the 1980s and 1990s, however, lead us to infer that divisions between political and bureaucratic roles have reasserted themselves and that integration between them is being diminished rather than strengthened. We conclude that this may be because in an era of governmental austerity the demand for executive policy entrepreneurs has slackened while the political needs have shifted to those of managerial control over an inertial or even contracting state.

The European Convention as an Invigorator of Domestic Law in the Netherlands

This article examines the impact of the European Convention on Human Rights on domestic law in the Netherlands, with special regard to criminal procedure. The Convention has contributed to slow but profound transformations in the structure of criminal proceedings and to making these proceedings more adversarial and more rights oriented. It has opened up the Dutch system of criminal justice to the world and forced it to adapt itself to international standards of fairness. As a result, this system has become less naïve, more sophisticated, and more mature. Moreover, the case of the Netherlands illustrates how the Convention acts as a motor of convergence between civil law and common law systems of criminal justice.     

The forgotten success story: Japan and the methamphetamine problem

This paper examines Japan's policy towards methamphetamine (Japanese: hiropon). Opium has been used in Japan for medicinal purposes since 1722. However, it was strictly controlled. The result was that drug abuse was minuscule. This changed with the introduction of methamphetamine. During the Second World War hiropon was given by the military to fighter pilots and the signal corps in order to help them stay awake and alert. After 1945, the large military stockpiles of methamphetamine found their way onto the black market. With society in chaos, drug abuse spread rapidly and a hiropon epidemic emerged. The introduction of a comprehensive anti-drug package in the mid-1950s, including stricter laws, resulted in that abuse having been almost totally eradicated by 1957. Around 1970 a new wave of abuse (‘the second epidemic’) began. It peaked around 1985, after which abuse tampered off, albeit slowly. A temporary increase in the mid-1990s made Japanese authorities declare the emergence of ‘the third epidemic’ that is still said to be ongoing. Official statistics show, however, that Japan has not seen any such epidemic. In comparison with most other Western countries, methamphetamine abuse in Japan is modest.
