The research in representative bureaucracy that examines the extent to which racial congruence impacts bureaucrats’ decisions is mixed. This study adds to this literature by examining the impact of representative bureaucracy on the level of force that police officers use and whether they make an arrest in use of force encounters, while taking into consideration key situational conditions. Using individual-level data from New Orleans to estimate this impact, the authors find that racial congruence and incongruence impact policing outcomes even in the presence of situational shortcuts that cue decision-making. The findings show that the benefits of representation are conditional on the outcome. Black officers are less likely to use higher levels of force on Black civilians. Yet both Black and White officers are less likely to arrest White civilians in use of force encounters. This suggests that interactions in which bureaucrats have less discretion (e.g., arrests) may offer limited opportunities for active representation. 相似文献

President Trump encouraged bad state actors within the administrative state to contribute to inequities for civilians. We highlight how Trump's actions and rhetoric led to increased individual, institutional, and systemic racism and violence. As a response to this increased violence and rhetoric, we discuss the role civilians (including professional athletes) played in engaging in protests and the 2020 election. Public administrators rely on written communications to send information to citizens and stakeholders, and they are among the heaviest users of the postal service. Behavioral science research has identified several techniques that public administrators can use to increase compliance with written requests and, in turn, increase effectiveness. Currently, however, many written communications from government bodies are not written in a manner that utilizes these techniques. It remains an ongoing challenge for public administrators to identify, understand, and use these techniques in the written communications sent by their organizations. This article presents a framework capturing seven prominent techniques in a simple mnemonic—INSPIRE—that is already being used by several government bodies in Australia. It also provides practical examples of how to use each technique and demonstrates that using these techniques could result in large aggregate improvements in effectiveness and socially desirable outcomes of public administrators' written communications. 相似文献

Although there has been considerable enthusiasm for public service motivation (PSM) research in recent years, two of PSM's fundamental assumptions have been relatively untested: its impacts on job choice and on job performance. Using panel data from two different studies, we offer stronger observational tests of these core assumptions. The findings provide mixed evidence. When testing PSM's effect on employment choice, we find that PSM measured during a law student's first year predicts the sector in which they are employed after graduation three years later. In a separate study investigating PSM's effect on job performance, we find that government employee PSM does not predict employee absenteeism or supervisor assessments of their in-role and extra-role performance. Our findings support recent calls for a more nuanced theory and analyses of PSM to help better understand its implications for recruiting, retaining, and motivating the workforce used to provide public goods and services. 相似文献

The study of crime’s images is an increasingly important endeavour. In this paper I seek to understand the impact of an image of a criminal child (the outcomes and consequences that have stemmed from its display) by examining its affect (its capacity to engage its viewers). I demonstrate how the image’s meaning emerged from encounters with both the content and the format of the image, as well as from the context in which these encounters occurred. I will demonstrate that the impacts from this image went beyond what was necessary to punish, and propose that an ethics of representation is extended to include images of the condemned. For some population groups, this extension can mitigate the influence of fantasies about criminal ‘others’ that may come into play when pictures of them are viewed. 相似文献

Although research has documented the majority of homelessness experienced by individuals and families in the US to be transitional rather than chronic, the mechanisms by which some families successfully escape homelessness while other do not remains relatively unclear. To provide more information to this area of inquiry, this study analyzed the transitional nature of homelessness for a sample of families with school-aged children who were homeless under the McKinney-Vento definition. By conducting a survey with over 1000 homeless families with children enrolled in two public school systems in Central Florida, we find that over a quarter of families exit homelessness in less than six months. We compare these families to those that remained homeless to examine the potential importance of demographic differences and other potential barriers to securing housing. Many of the commonly assumed barriers were not significant predictors of continued homelessness; the most salient difference between the groups was income underscoring the importance of employment opportunities for families to allow them to exit homelessness. 相似文献
