An extensive body of research documents how governing parties generally suffer electoral defeats. Varying explanations have been offered, most of which touch upon the liabilities of policy responsibility. Although media coverage is generally acknowledged as one of these liabilities, few empirical studies have examined how news content affect government support. Based on the fact that voters get their information about politics, policies and societal issues from the media, this article studies how the constant stream of negative news influences incumbent support over a 20-year period in Denmark. Modeling a previously untested argument on the cost of ruling, it shows that the accumulation of bad news throughout tenure exerts a substantial effect on government support.  相似文献

Abstract.  Studies of party politics and party competition in West European democracies all point to diversification. Non-economic issues such as the environment, refugees and immigrants or law and order have become increasingly central to party politics. However, there has been surprisingly little interest in explaining variation across time and countries concerning which issues actually become central to party competition. From the sparse literature, two general answers can be discerned. One is societal, focusing on mass media coverage, public opinion and the development of the policy problems related to the issue. The other focuses on the structure of party competition itself – more precisely on the incentives for different parties in drawing attention to different issues. This study stresses the importance of the latter based on a study of the immigration issue in Denmark and Sweden. Party political attention to this issue in the 1990s has been considerably stronger in Denmark than in Sweden. This can be explained by the different strategic situation of the main stream right-wing parties in the two countries. Focusing on the immigrant issue easily leads to a conflict with the centre-right, especially social liberal parties. In Sweden, such a conflict would undermine mainstream right-wing attempts at winning government power. In Denmark, the Social Liberals governed with the Social Democrats in the 1990s, which made it attractive for the main stream right-wing parties to focus on the issue in order to win government power based on the support of radical right-wing parties.  相似文献

The European countries have surpassed the United States with regard to comprehensive and stringent environmental regulation. This policy pattern has become very visible in the international debate about reduction of CO2 emissions. From a comparative public policy perspective, the recent difference is interesting because it restates the question about policy consequences of political institutions. This article addresses this theoretical question from the perspective of policy agenda-setting theory. We present the argument that while the U.S. political system, with its many "venues" that are relatively open to internal and external competing forces, might be quicker in generating attention to new issues like the environment, the institutionalization of attention is also less strong than in a European parliamentary system. The article substantiates this argument with empirics by comparing attention to and policymaking for environmental issues in the United States to Denmark.  相似文献

In life‐course criminology, when gender has been the focus of study, it has predominantly been treated as a variable. Studies that explore the gendered nature of criminal careers through the lived experiences of offenders are rare, even though these studies can make important contributions to our understanding of crime and the life course. Analyzing qualitative data, this article uses life‐history narratives of a small sample of male juvenile delinquents (N = 25), born in 1969–1974, to explore the possible link among masculinities, persistence, and desistance from crime. The findings of the study suggest that processes of persistence and desistance are imbued with age‐specific norms of what it means to “be a man” and successfully do masculinity in different stages of life. Analyzing these gender‐specific practices gives a deepened understanding of processes that underlie the offenders’ lives as they go through stages of continuity and change in crime. The findings of the study further suggest a complex intersection between gendered biographies and gendered structures, with fruitful contributions to life‐course criminology. The implications of these findings are discussed.  相似文献

Inspired by the agenda‐setting literature, this article outlines a model of issue competition focusing on the interaction between government and opposition parties through the party‐system agenda. Unlike previous studies of issue competition, the model makes it possible to answer questions such as why some parties have greater success than others in forcing other parties to address unpleasant issues. One of the central implications of the model is that opposition parties are freer to focus continually on issues that are advantageous to themselves, whereas government parties more often are forced to respond to issues brought up on the party‐system agenda. Using data on issue competition in Denmark covering 25 years and 23 issue categories, the issue competition model is evaluated and finds strong support in a set of cross‐sectional time‐series analyses.  相似文献
