This article explains legislative turnover in eight West European legislatures over 152 general elections in the period 1945–2015. Turnover is measured as the rate of individual membership change in unicameral or lower chambers. It is the outcome of a legislative recruitment process with a supply and a demand side. Decisions made by contenders affect supply, while decisions made by parties and voters influence demand. Such decisions are shaped by four political and institutional factors: the institutional context of political careers, or structure of political career opportunities; political party characteristics; electoral swings; and electoral systems. Ten specific hypotheses are tested within this theoretical framework. The structure of political career opportunities is the most decisive factor explaining variability in turnover rates, followed by electoral swings and political parties. Electoral systems show less substantive effects. Electoral volatility is the predictor with the most substantive effects, followed by duration of legislative term, strength of bicameralism, regional authority, gender quotas, level of legislative income and district magnitude.  相似文献

Since the 1980s, regulated markets and New Public Management have been introduced in the public sector across the world. How they have affected existing governance mechanisms such as self‐regulation and state regulation has remained largely unexplored, however. This article examines the origins and consequences of institutional layering in governing healthcare quality. Dutch health care, where a market‐based system has been introduced, is used as a case study. The results show that this market‐based system did not replace but modified existing institutional arrangements. As a result, hospitals have to deal with the fragmentation of quality demands. Using the concept of institutional layering, this study shows how different arrangements interact. As a consequence, the introduction of a certain policy reform will work out differently in different countries and policy sectors. Our ‘archaeological’ study in this layering can be seen as an example of how such incremental change can be studied in detail.  相似文献

This article seeks to systematically describe and explain variation in European Union policy implementation performance across member states and directives. The analyses rely on a new and original dataset comprising comparable information about transposition delay for practically all EU social directives in Germany, Greece, The Netherlands, Spain and the United Kingdom. On the basis of nearly 300 observations, we could establish that only in 42.7 per cent of our cases did member states transpose in time; 17.5 per cent exceeded the deadline by more than two years. The analysis reveals modest variation between social policy areas, more profound cross‐country differences and strong cross‐area variations within some countries. The need for inter‐ministerial coordination and administrative inefficiency are strongly associated with transposition delay. Whether a directive is new or merely an amendment is unrelated to transposition delay. The same holds for the directive’s complexity and parliamentary involvement in the transposition process. The irrelevance of the latter factors may suggest that member states anticipate some potential challenges to transposition performance and act to mitigate them. In a field experiment, we use a novel method to test whether instilling a greater sense of vividness of the future self motivates people to act in a more future‐oriented way and reduces their delinquent involvement. We manipulate vividness of the future self by having participants, a sample of high‐school youth (N = 133), “befriend” an avatar representing their future self on a social network website. For 7 days, they reply to short messages from their future self designed to trigger thinking about that distant self. Using repeated‐measures analysis of variance (ANOVA), we find that participants who had been linked to their future self report less delinquent involvement, whereas controls did not. Furthermore, the results of a nonparametric bootstrapping procedure show that this effect is mediated by changes in vividness of the future self, such that increases in vividness lead to lower self‐reported delinquency. We conclude that vividness of the future self holds promise not only as a cognitive explanation for the failure to make informed cost–benefit trade‐offs but also for interventions aiming to reduce delinquency.  相似文献

Local government reorganization has been widespread throughout Europe in the postwar era. Three broad types of theory have set out to explain this phenomenon in a cross-national context; a welfare state perspective, a functional revolution perspective and a political perspective. The validity of these theories is assessed in the specific context of Belgium. The evidence suggests that none of the prevailing theories can make much headway in explaining the timing and form of reorganization. More promising explanations are to be found through examining broader values, and beliefs and more specific political constellations. The claim or implication that the major local government reorganizations of the postwar era were, in the different countries that experienced it, independent events produced by a common pattern of domestic social, economic or political development has the trappings of scientific theory without its true substance – the ability to explain.  相似文献

This article addresses the question of how governments can set up and manage, in an increasingly complex policy environment, processes of public consultation that lead to good outcomes. Drawing upon insights of democratic theory and literature on network and interactive governance, the article discusses the organization and outcomes of public consultation processes. The analysis of four Belgian cases shows that the absence of open process rules does not prevent good outcomes. Second, the level of managerial autonomy is positively correlated with the intensity of process design and management. Third, cases with intensive process design and management have better overall results. These findings question some normative assumptions in the literature, positing the need for open process rules regarding entrance, scope of discussion, and interaction. Intensive process design and management with rules properly accommodating the policy situation is possibly a better means of achieving good results than rule openness. These findings challenge the need for legislation stipulating in detail who needs to be consulted, about what, and how.  相似文献
