This article discusses factors effecting the implementation of European policies at the national level. Four main independent variables are distinguished: political institutions, the degree of corporatism, citizens' support for the EU, and political culture in the member states. The impacts of these variables on the success of implementing EU directives in ten policy areas are then tested with the multiple regression model. The results suggest that political culture and the design of political institutions in the member states had the most significant impact on implementation behavior. Countries with a high level of trust and political stability combined with efficient and flexible political institutions had the most success in implementing European policies. 相似文献

This article discusses how innovations gave diffused over time in the municipal administration in Finland. This is done by presenting first a theoretical frame of reference and then empirical data over eight policy-innovations in Finnish cities and 39 rural communes. The results show that more research is needed before diffusion of innovations in the municipal administration can be more completely understood. 相似文献

A comprehensive study was made, where desorption atmospheric pressure photoionization (DAPPI) was applied to the direct analysis of confiscated drugs and pharmaceuticals of various forms and matrices. The analyzed samples included herbal products [Catha edulis (khat), Psilocybe mushrooms, opium and Spice], designer drugs in tablet and powder form [e.g. meta-chlorophenylpiperazine (mCPP), 3-fluoromethamphetamine (3-FMA), methylenedioxypyrovalerone (MDPV) and methylone], and anabolic steroids in oil and tablets. The analyses were performed with ion trap mass spectrometer in MS and MS(2) modes and the obtained spectra were compared with GC-MS results. Contamination of the mass spectrometer was avoided by careful adjustment of the distance of the sample from the mass spectrometer inlet. DAPPI proved to be a fast and specific analysis technique, which does not require any sample preparation, and which therefore suits well to this type of forensic analysis. 相似文献

To assess the nature of Finnish nationalism, Finland should be compared with other minor nationalities within the great multinational empires of the nineteenth century. In this perspective it seems of utmost importance that Finnish nationalism developed in the interface between the Swedish and Russian centers, one economically and culturally dominant, the other politically dominant, but economically backward. Starting from this background, it is suggested that exceptionally strong incentives for nationalist mobilization existed not only in the Finnish middle class, but also in the upper class, and that therefore national consolidation and nationalism advanced calmly and steadily. 相似文献

Postmortem bacteriology can be a valuable tool for evaluating deaths due to bacterial infection or for researching the involvement of bacteria in various diseases. In this study, time‐dependent postmortem bacterial migration into liver, mesenteric lymph node, pericardial fluid, portal, and peripheral vein was analyzed in 33 autopsy cases by bacterial culturing and real‐time quantitative polymerase chain reaction (RT‐qPCR). None suffered or died from bacterial infection. According to culturing, pericardial fluid and liver were the most sterile samples up to 5 days postmortem. In these samples, multigrowth and staphylococci were not or rarely detected. RT‐qPCR was more sensitive and showed higher bacterial positivity in all samples. Relative amounts of intestinal bacterial DNA (bifidobacteria, bacteroides, enterobacter, clostridia) increased with time. Sterility of blood samples was low during the studied time periods (1–7 days). The best postmortem microbiological sampling sites were pericardial fluid and liver up to 5 days after death. 相似文献
