Strikes and Political Activism of Trade Unions: Theory and Application to Bangladesh

The behavior of Bangladeshi trade unions is characterized bypolitical activism and momentous strikes, called hartalsthere, have played a crucial part in most political changes inthis country. We offer a theoretical framework for discussingthis fact, and we test empirically its main prediction bybringing out the political cycle that characterizes theoccurrence of strikes in Bangladesh.

ABSTRACT

This article recounts the author’s experience as a junior diplomat in the British Diplomatic Service in the late 1960s handling the file of Rudolf Hess, Hitler’s ex-deputy serving a life sentence in Spandau prison in Berlin. As the only Nazi leader still imprisoned there after the release in 1966 of Albert Speer and Baldur von Schirach, his fate as 'the lone prisoner of Spandau’had become an international issue. Sentenced at the Nuremberg trial of 1946, his fate was a matter for the four powers still occupying Berlin. Moscow was determined that as the last remaining symbol of the Hitler regime Hess should die there. In the West, however, and especially in Britain, there was a press campaign for his release that put pressure on the Foreign Office by way of letters from the public and parliamentary questions. As a desk officer for Germany, it fell to me to handle this by writing or drafting replies to the effect that as Hess was a prisoner of all four powers the decision required consent, that Moscow was adamantly opposed, and that Britain could not act unilaterally. But the real target of the press campaign, spearheaded by the Beaverbrook press through the Daily and Sunday Express, was Harold Wilson’s Labour Government. Anything that could demonstrate his alleged ‘appeasement’ of Moscow was grist to its mill. The now weeded file in the National Archives gives little hint of this politically-motivated agenda.     

Where there's no green man: child road-safety education in Ethiopia

Traffic crashes kill 1.2 million people annually, and the number is growing fast, particularly in developing countries. Although child road-safety education is widely considered important, few programmes have resulted in demonstrated improvements in safety. We review road-safety education in Ethiopia and conclude that it is often locally inappropriate and impractical. Such programmes are frequently based on dominant but ineffective educational models imported from other contexts. Drawing on our experience of establishing a community-managed child road-safety education programme in Ethiopia, we suggest how road-safety education in developing countries might become more effective.     

Alterable electorates in the context of residential mobility

In some circumstances, politicians set about altering the composition of their electorate with a view to increasing their chances of being re-elected. A hypothesis along these lines is formulated in the context of local elections and residential mobility. Although the hypothesis is general, an assessment of its validity implies auxiliary assumptions related to a specific spatio-temporal context. That is done with reference to conditions prevailing in post-war French metropolitan areas. In the empirical part of the paper, some of the implications are submitted to tests on demographical and political data. On the basis of the tests, and although alternative explanations of the findings are possible, the hypothesis can be said to be corroborated.Earlier versions of this paper were presented at the 1986 Meeting of the European Public Choice Society and at the 1986 Journées de Microéconomie Appliquée. Language attitudes,generations, and identity in coastal Belize

This paper reports on a study of language attitudes and generational differences with respect to two varieties of Kriol, the Afro-Belizean language of Belize. We investigate attitudes toward Belize City Kriol and Punta Gorda Kriol with a special focus on differences across generations of Belizeans. We employed a verbal-guise test with 131 participants, collecting both quantitative and qualitative data, and found that BC Kriol was in general rated more highly than PG Kriol among two generations of those surveyed. We attribute this among other things to the fact that BC Kriol is considered to be the more traditional variety, and that this tradition translates into status and prestige at a time when the newly independent country is faced with fashioning a postcolonial Belizean identity.
