Through the analysis of 25 interviews with Iranian migrant women in Australia, this study shows how living in different communicative environments can affect transnational communication practices. The case of these Iranian transnational families indicates that the digital divide, in terms of information and communication technology (ICT) infrastructure and communication capacity, may affect the technological quality of ICT-mediated communication. However, the digital divide does not significantly affect the frequency of communication among these families. The findings illustrate that the Iranian migrants in Australia and their family members overseas developed innovative communication practices and went to great lengths to maintain “ordinary” family interactions across national borders.  相似文献

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. How can the enforcement of policies in the past influence a society's future adoption of information communication technologies (ICTs)? In this paper, we tackle this question by exploring how past e-governance policies influence citizens' willingness to use the health QR code, which is a COVID-19 tracing app widely used in China's pandemic control. Past policies regarding smart-city development in China involve two aspects: the construction of electronic infrastructure and the applications of specific technologies. Empirical analysis based on a nationwide dataset in China suggests that past policies exhibit persuasive effects and influence citizens' acceptance of the health QR code. Specifically, e-governance applications in cities significantly enhance citizens' acceptance through the demonstration of their usefulness. However, the construction of e-governance infrastructure per se does not have the same impact on citizens' acceptance. By connecting citizens' acceptance of new technology with past e-governance policies, the study illustrates a nuanced policy feedback mechanism through which past policies can substantially reshape public opinion by policy outcomes.  相似文献

As information and communications technologies (ICTs) have revolutionised private and public lives in many aspects, to what extent and in what way electronic voting (e-voting) can improve citizens’ electoral participation and deepen democracy has become a critical issue in political science. From the theory of deliberative participatory democracy in conjunction with a rational choice perspective, this article examines the prospect of e-voting in the electoral process in South Korea. Prior experiences in the 2002 presidential election and the 2000 and 2004 general elections in South Korea have shown a meaningful, albeit limited and partial, impact of ICTs on citizens’ election-related information consumption, reshaping of their political stance and beliefs, and voter turnout. This article contends that the premises of e-voting can be attained with a higher degree of probability if the National Election Commission serves as an information gateway, bridges the digital divide, and is ready to provide voters and election officers with necessary and accurate information about voting procedures.  相似文献

The role of media in promoting political accountability and citizen participation is a central issue in governance debates. Drawing on research into the interactions between radio station owners, journalists, audiences and public authorities during Somali radio call-in programmes we argue that these programmes do not simply offer a new platform for citizens to challenge those who are governing but that they are also spaces where existing power structures reproduce themselves in new forms. We identify the ways the programmes are structured and the different motivations the audience has for participation. Three types of programmes are identified and their relationships with patronage, politics, and performance are examined. Rather than focusing on normative assumptions about the media as a tool of accountability, the article emphasises the importance of understanding radio programmes in their social and political environment, including the overlapping relationships between on-air and off-air networks.  相似文献

Setbacks—unanticipated, unwanted, and often sudden checks on moving forward—are common in crisis prevention. Managing setbacks, however, is rarely discussed. Even less discussed is the central role that setback management can play in preventing transboundary crises across interdependent critical infrastructures for electricity, water, transportation, and financial services. With a focus on the ongoing financial crisis and on strategies for resilience and anticipation, the article draws out implications for crisis prevention as the first, rather than last, line of defense in managing future crises.  相似文献

Abstract

Since the 1950s various paradigms of development have aimed to improve living conditions in the developing world (Africa, Asia and Latin America). Globalisation has increased the gap between information and technology haves and have-nots, and development practice (born out of the paradigms developed over the past fifty years) now seeks to address issues such as access to information communication technology (ICT) and the need for developing countries to participate in the global economy. This article examines the first year of the joint venture between the Media in Education Trust (MiET) and the KwaZulu-Natal Department of Education (KZNDE) to develop Education Centres Supporting Rural Development in KwaZulu-Natal, and how these centres address a crucial aspect of development – the question of access.  相似文献

Drawing on theories in organizational sociology that argue that transpositions of people,/ skills, and knowledge across domains give rise to innovations and organizational foundings that institutionalize them, we conducted a mixed-methods study of the employment biographies of staffers working in technology, digital, data, and analytics on American presidential campaigns, and the rates of organizational founding by these staffers, from the 2004 through the 2012 electoral cycles. Using Federal Election Commission and LinkedIn data, we trace the professional biographies of staffers (N = 629) working in technology, digital, data, or analytics on primary and general election presidential campaigns during this period. We found uneven professionalization in these areas, defined in terms of staffers moving from campaign to campaign or from political organizations to campaigns, with high rates of new entrants to the field. Democrats had considerably greater numbers of staffers in the areas of technology, digital, data, and analytics and from the technology industry, and much higher rates of organizational founding. We present qualitative data drawn from interviews with approximately 60 practitioners to explain how the institutional histories of the two parties and their extended networks since 2004 shaped the presidential campaigns during the 2012 cycle and their differential uptake of technology, digital, data, and analytics.  相似文献
