The statistical methodology known in financial terminology as ‘stress testing’ was used by the European Central Bank in 2014 in order to assess the solidity of the banks in the eurozone. This audit process is analysed here as a problem of truth production or ‘veridiction’ in the sense developed by Michel Foucault in his 1978–1979 lectures at the Collège de France. In order to prove effective, the stress test had to deliver knowledge on banks, objectified and actionable at once, but also controlled by the idea of avoiding ‘market panic’. This epistemological dilemma is at the core of the politics of verification, which consists in the distribution of restraint and responsibility between non-risky and risky banks. This qualitative investigation is focused on France and is based on interviews with relevant policy actors and documentary analysis.  相似文献

Like a tree     
The contemporary mediascape has been marked by a proliferation of popular TV genres in which the public appear as central protagonists. These genres are part of a broader shift in the relationship between media and audiences which challenges traditional conceptions of public service broadcasting and appear to represent a shift from media as public knowledge to media as constituting a space for diffuse popular engagement. A central feature of this shift has been the growing role of popular forms of expertise on television. This paper maps the main critical debates around participatory television and the role of the expert, from earlier work on talk shows to more recent discussions of reality and makeover TV. It notes a transition within the critical media and cultural studies literature from a focus on public sphere theory and questions of democratization to a growing concern with the role played by popular media culture in supporting new modes of governance based on the expert mediation of normative self-control. In this paper we analyze the role of experts on Oprah Winfrey's popular website Oprah.com, noting both the utility and limitations of a governmental perspective. Extending upon Foucault's notion of the productive nature of liberal subjecthood, the paper suggests the more positive role played by popular expertise in contributing to a media–civic culture articulated to a politics of recognition.  相似文献

In this paper we outline the new political conjuncture in forest governance emerging in Indonesia and trace how it is influencing the land claim strategies of an Indigenous community in Central Kalimantan. The new political conjuncture is comprised on three inter-related elements: a Constitutional Court decision to recognise Indigenous land claims; the development of the Reducing Emissions from Forest Degradation and Deforestation Plus (REDD+) forest carbon programme; and a national initiative known as One-map. Drawing on concepts of governmentality, assemblage and territoriality we trace how the Indigenous People’s Alliance of the Archipelago (AMAN) are using this moment to assemble a land claim in Bahanei. We find that the conjuncture is providing opportunities for Indigenous communities to engage with a new assemblage of interests normally associated with green grabs to claim land back from state and private interests. However, the romantic green Indigenous subjectivities the new political conjuncture requires to attract carbon investment rarely fit the heterogeneous make up of village life. This is leading to intimate exclusions based on ethnicity and class, raising troubling questions about the extent of overlap between land claims and green grabs.  相似文献

This article critiques the Foucauldian approach to governance indicators. Transparency International’s (TI) Corruption Perceptions Index (CPI) underestimated Tunisian corruption levels under President Ben Ali: his regime was highly corrupt but foreign investors were less affected. CPI methodology meant it reflected primarily the needs of foreign investors. The Foucauldian approach specifically excludes analysis of governance indicators’ methodologies. It thus fails to demonstrate the effectiveness of governance indicators as a technology of government, and it fails to show how the production of the CPI is embedded in a wider global political economy.  相似文献

Interventions since the 1990s have greatly expanded in policy scope. While neo-liberals understand expansion as an attempt to work on the enabling preconditions of liberal market democracy, Foucauldian governmentality studies see in expansion a set of increasingly intrusive disciplinary techniques of responsibilization. This paper introduces an alternative lens: neo-institutional learning. Through a case study of the Merida Initiative, a US–Mexican security cooperation agreement, the paper argues that expansion grows serendipitously out of the repetitive discovery of new, ‘deeper’ unknowns within a neo-institutional framework of analysis. Importantly, downward penetration requires deconstructing reductionist liberal-universal knowledge claims. Paradoxically, then, the more statebuilders learn (empirically), the less they know (analytically).  相似文献

ABSTRACT

According to the Regional Complex Security Theory (RSCT) external involvement in regional security can take either the form of penetration or overlay. We theorise governmentality as the third form of external involvement aimed to responsibilise regions in order to govern them indirectly and at a distance. We illustrate our argument in a study of NATO’s role in the Western Balkans since the dissolution of Yugoslavia. In particular, we posit that the predominant role of NATO in the region has evolved over time from penetration in the 1990s, through overlay in the early 2000s, to today’s governmentality.  相似文献

Abstract

The public lectures given by Foucault at the Collège de France that are only now being published demonstrate that, just before he turned his attention to the history of sexuality, Foucault's thorough historical research had laid out many of the elements needed for a genealogy of modern practices of state governance. This review essay pieces together elements provided in the lectures, and in a few already published writings, to prove that research on state powers and state knowledges can benefit a great deal from a close reading of the lectures.  相似文献

This article explores the effectiveness of appeals to ‘active citizenship’ as an answer to the ‘neoliberal’ political vocabulary of consumer choice and market freedom. It does so through a case study on recent reforms to post-compulsory education in Australia. A common response to education and social welfare policy is to expect government to accord with ideals of citizenship such as self-determination, participation and equality. However, the case study suggests that the governmental rationalities of modern mass-education systems are irreducible to these abstractions. Reference to the social rights of citizens is embedded in the rationales of social and education policy. Nevertheless, this should not be construed as the recognition or misrecognition of an absolute ideal or principle. Instead, the negotiation of social rights can be seen as the product of the mass school system's own capacity to apply common norms to a population and to use these norms in maintaining the settlements negotiated within expanding social welfare systems.  相似文献

This two-part essay seeks to explain why group-based and individual piecework arrangements have become the modal form of payment for a variety of agricultural tasks in central Gujarat, India. Part 1 of the essay reviews New Institutional Economics (NIE) and Marxist Political Economy (MPE) approaches to the labour process, and claims that while the 'efficiency' and 'disciplinary' considerations emphasized by NIE and MPE in their explanations of contractual change are important influences on the labour process, specific institutional outcomes depend heavily on the cultural realities of actors' practices. Part 2 challenges the epistemological assumptions of NIE and MPE narratives, specifically that agents with stable identities perform actions with fixed meanings. Instead, the recent surge in piecework employment must be viewed as part of an ongoing tussle between the dominant Lewa Patel caste and the subordinate Baraiya/Koli caste to alter their relative standings in the social order. Their unceasing attempts to reinvent their group identities have involved shifting understandings of 'work' - with direct implications for labour contracts. As a corrective to NIE and MPE, the essay proposes a semiotic approach to the labour process that bundles the notions of 'social regulation' and 'self-regulation' into the concept of 'work governmentality'.  相似文献

This article discusses the diffusion of a regulatory system against money-laundering in Southeast Asia. To this end, the article reconstructs how the Financial Action Task Force has securitised the issue of money-laundering into a global problem requiring a global solution and how this has spread to developing nations. The article seeks to demonstrate how these international norms and practices spread and are transformed into national law within Southeast Asia. The article further shows that these transformations reflect an increasing level of multilateral cooperation within the region and that this phenomena can be better understood as the articulation of a global expression of governmentality where a set of strategies and policing techniques emerges to effect control.  相似文献
