对土地私有化之批判——兼论农村土地的社会保障功能

土地是我国农民赖以生存的物质基础,但工业化、城市化进程的加快和土地市场的国家垄断,必然蚕食大批的土地,使广大农民的生存与发展受到严重威胁,而农民的生存与发展关系到国家长治久安.如何解决土地锐减和农民生存的矛盾,如何发挥农村土地的社会保障功能,已成为迫在眉睫的严峻问题.有人提出了土地私有化的观点.认为坚持土地承包责任制,坚持最严格的土地管理制度,在此基础上实现土地流转的法律创新,是唯一符合现实需要的理性选择.     

权力市场化的法理辨析

权钱交易产生的行贿受贿、贪污腐化已成为社会公害,严重影响了社会主义市场经济建设。本文主要从理论和实践两个方面,分析权力市场化的法律性质以及对社会发展的影响,指出通过完善市场体系,实现社会主义民主宪政和法制,根除权力市场化,保证社会主义市场经济建设健康有序地发展。     

对宁夏农产品流通体制改革的探索

农产品流通体制的建立与发展直接关系着农产品市场的发育问题。近年来,宁夏的农产品流通体制发生了很大变化,但是现行的流通体制还不能很好地适应农业进一步发展的需要。     

市场化:宏观调控政策的取向

宏观调控是一种短期经济政策，必须与长期经济政策相配合，才能充分释放出它的效应。友观调控政策的选择应该符合市场化方向，短期政策与长期政策协调运作的原则是：宏观调控政策与推进市场经济体制同步性原则，宏观政策与市场有铲配置资源一致性原则，宏观政策与市场运行机制配合性原则。     

Interrogating ‘invisibilization’ and ‘instrumentalization’: women and current citizenship trends in Canada

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.     

Hukou and land: market reform and rural displacement in China

Scholarship about the Chinese hukou (household registration) system has focused on the advantages and entitlements associated with urban hukou. This paper shifts attention to the key entitlement provided by rural hukou – village land. While early hukou reforms were mainly designed to open up urban labor markets to rural migrants, recent reforms have also begun to open up rural land markets, by replacing hukou-based land rights with market-based rights. These reforms are designed to facilitate land concentration and the transfer of land to outside developers and agribusiness companies, which has been hindered by hukou-based land rights. Underlying the reforms is the government's agenda of promoting large-scale agriculture and urbanization, both of which require the removal of a large portion of the rural population from the land. By focusing on land rights rather than urban benefits, this paper provides a new perspective on the evolution of the hukou system, and highlights the negative implications of recent reforms for livelihood security in the countryside.

目前大多数发达国家已取消了存款准备金政策,许多转轨国家对法定存款准备金政策实施转为公开市场业务,特别是在利率市场化改革后尤为明显。存款准备金率政策能否达到货币政策调控目标及实现政策效果,应从制度安排、各政策间的关联等多种角度,来分析转轨国家存款准备金的适用性。
