确立并践行新理念是形式主义问题的治本之策——以新冠肺炎疫情防控为例

形式主义是个老大难问题,治理起来相当困难。在新冠肺炎疫情防控过程中,尤其是在初期和一些地方,形式主义问题不仅存在还比较严重。在防控疫情这一“准战时”状态下,形式主义问题危害性更大。形式主义问题的根源是官僚主义,而官僚主义的形成有体制和思想两个层面的原因。从这两个层面施治,都属于治本之策,其中思想或理念层面的引领尤为重要。党的十八大以来,习近平总书记倡导并形成了三大新理念,即问题导向、结果导向和民意导向。与新理念相对立的旧理念正是形式主义问题的思想根源。新理念不只是理念,还是一套行动指南。只要确立并践行新理念,就能有效抑制形式主义问题的滋生,从而起到重要的治本作用。     

Putting Large-Scale Infrastructure Projects First: The COVID-19 Pandemic in Indigenous Mexico

This article argues that whilst indigenous people are central to the Mexican president's official developmentalist discourse of bringing prosperity to the country's marginalised and poor, their needs during the COVID-19 pandemic have not been met and their interests have been sidelined. Whilst experiencing serious loss of trading revenue, negative impacts of misinformation, and lack of access to appropriate healthcare, indigenous Mexicans also faced the aggressive advance on their territories of large-scale infrastructure projects, which have become the backbone of the president's strategy for countering the economic recession caused by the pandemic. The discontinuation of relevant legal means to challenge the advance of the megaprojects during the pandemic effectively threatened indigenous people's democratic rights to protect their land, identities and way of life.

W?G ist auch auf vor dem 1. 3. 1994 abgeschlossene Mietzinsvereinbarungen dergestalt anzuwenden, dass die in dieser Gesetzesstelle normierte Pr?klusivfrist am 1. 3. 1994 zu laufen beginnt und am 1. 3. 1997 endet. Aus der Anh?ngigkeit und dem Ergebnis eines Verfahrens nach §§ 18, 19 MRG kann keine Fristerstreckung oder -unterbrechung abgeleitet werden.     

以共享促共生:疫情冲击下全球治理转型的中国推进

新冠肺炎疫情作为当今世界面临的最严峻的全球性问题,其应对最有效的路径仍是全球治理。危机之下人类社会的存续需要超越私利实现国家间共生。相对于西方传统的全球治理理念,中国方案基于对疫情下全球化时代的共生性判读,明确了推动构建命运共同体的共生型全球治理目标,推动全球治理转型从消极共生向积极共生实现结构优化。然而,依靠共生自身升级的滞缓性与现实需求的迫切性之间存在矛盾,"共生"在资源分配、认同建构以及合作实现等方面并不具备必然性,无法为现实问题的解决提供普遍化的标杆与规范,需要借助"共享"的理念工具进行有效助推。具体来说,就是以共生关系的主体性、共生纽带以及共生底线为出发,从资源配置的优化、主体认同的强化以及和谐包容的价值引领三方面着手,将共享理念融入到人类命运共同体的建构中,并通过中国对全球治理转型的过程参与,有效实现共享从理念引领到现实助推的功能转换,为新型的共生型全球治理模式的良性运作提供助力。     

The Experience of Women Regarding Chilean Government Measures during the COVID-19 Pandemic

This study explores the experience of ten possible beneficiaries of the measures provided by the Chilean government during the first year of the COVID-19 pandemic through remote semi-structured interviews. The results show a scenario of improvisation. Instead of relying on solid gender equity policies, a patchwork of focused measures was implemented, which increased uncertainty and vulnerability. As a result, women experienced sorrow and despair while facing economic constraints and care tasks mostly on their own. This article shows that care remains invisible in politics while overwhelmingly evident at home. Social care policies are urgently needed.     

To take care of those on the front line against Covid-19: Is it possible to limit medical liability?

In the context of the COVID-19 pandemic, it is important not to forget, when the emergency is controlled or even over, that those who today are defined in all Countries as “heroes” could in the future be called to answer for alleged damage from professional liability. It is necessary to be prepared, both as health professionals and from a legal and governmental point of view, for a surge of professional liability claims which, with high probability, will begin to emerge in the coming months.     

Memory and taste in the collections and households of the Spanish nobility (nineteenth and early twentieth centuries): an introduction to the topic with some notes on the house of Osuna and the origins of the period room

“Albeit democratic, their coat of arms has pride of place”. Thus Romualdo Nogués defined, in 1890, Spanish collectors of bourgeois origin who had joined the ranks of the aristocracy. A few years later, in 1924, the Duke of Alba’s maiden speech at the Academia de Bellas Artes de San Fernando justified his personal artistic worthiness on the basis of his ancestors’ collecting activities and the artworks they had amassed.

These two examples set the scene for the research questions studied in this monographic issue. The present introduction offers a bird’s eye view of the phenomenon and continues with a few remarks about the House of Osuna which, as is well known, occupied a pivotal position in Spanish nobility during the whole of the second half of the nineteenth century.     

壮族人群3个STR基因座基因频率分布及其法医学应用

研究3个STR基因座（D21S11、HumFGA、D19S253）在广西壮族人群中的基因频率分布及其在实际检案中的应用价值。以自制等位基因Ladder样品作为标准对照,用PCR结合PAGE技术对3个STR基因座的扩增产物进行分型。结果显示：D21S11基因座有14个等位基因,有44个基因型;HumFGA基因座有15个等位基因,40个基因型;D195253基因座有9个等位基因,23个基因型。经检验,3个STR基因座基因型分布均符合Hardy－Weinberg平衡,累计个体识别力（DP）为0．9995。3个STR基因座在壮族人群属高识别力遗传标记系统,在法医学个体识别及亲权鉴定方面有重要价值。     

苏联为什么会终结?

1991年 3月17日全苏公投仍有高达 76%民众支持保留共同国家.但不到 9 个月之后,别洛韦日森林声明即宣布苏联终止存在.假如在公投举行以后,不是采取建立主权国家联盟的方针,而是循序渐进地建立一个"软"联邦,一开始仅限于建议签订建立共同经济空间的协议,分离主义者的目的就不会达到."8·19"事件更多是起了雷管的作用.先前的发展方式挖了苏联的墙角.导致苏联垮台的深层次经济原因体现在行政管理体系的结构性危机上.而由国家结构中长期缺乏联邦制引发的中央与各加盟共和国关系的危机,是苏联解体的另一个最重要的原因.保留苏共作为确保苏联统一的机制,其必要条件是党本身的民主化.制约苏共民主化的主要力量是党的机关,它实际上处于选举出来的党的机构之上.在帮助苏联走出经济困境方面,西方甚至"连手指头都没有动一下".而困难至极的经济形势在很大程度上注定了苏联的解体.
