Observer determination of the make,model, and year of questioned vehicles

Often, criminal acts involving a vehicle are caught on digital video surveillance systems. While potentially useful for an investigation, the recording conditions are typically less than optimal for the extraction of key information for the identification of the perpetrator, such as a license plate. Providing the make, model and year of a questioned vehicle is a common request for examiners, to narrow the field of potential suspect vehicles. This study seeks to compare the performance of a nonpeer-reviewed make, model, and year determination between two separate groups, specifically, trained forensic image examiners and nontrained individuals. Results show that even with varied image capture conditions and quality, the trained forensic image examiners more correctly and completely identified the test group of questioned vehicles make, model, and year.     

Innovative work behaviour in the public sector: The roles of task characteristics,social support,and proactivity

This study examines the roles of task characteristics, organisational social support, and individual proactivity on innovative work behaviour (IWB) in the public sector. Analysing empirical data from 154 employees from a government agency in Australia, we found that task characteristics, organisational social support, and proactive personality have a positive impact on IWB. Proactive personality is also found to be a moderator in the relationship between task characteristics and IWB. The findings suggest the need to design human resource practices that better identify proactive and innovative job applicants in the recruitment and selection process. Further, we highlight the requirement to organise and design work that recognises the need to develop social support to improve IWB. The implications of the study for further research on IWB are discussed.     

全面建成小康社会之特质问题析论

中华人民共和国即将向世人宣布,在中国共产党集中统一领导下,通过精准扶贫,中国已经基本实现了脱贫目标,全面建成小康社会。自改革开放以后提出建设小康及小康社会以来,人们比较关注小康及小康社会的生活发展程度及其发展阶段,而对小康及小康社会的特殊性质的认识方面则存有一定的偏颇或忽略。在时间与空间的政治层面上,中国特色社会主义问题直面的是国际平台,社会主义初级阶段问题直面的是国内平台,小康社会问题直面的则是可望又可及的近期平台。如果不能正确解读小康及小康社会的特殊性质,人们对社会主义初级阶段的社会主义性质及中国特色社会主义的社会主义性质就会有某种存疑。那么,小康及小康社会的特殊性质究竟是什么呢?文章试图从比较分析小康与大同社会原本意义上的异同,小康社会与后新民主主义社会,以及社会主义初级阶段与马克思主义科学社会主义的底线入手,阐释小康及小康社会客观上所具有某种"私"及"天下为家"与中国特色社会主义所具有的"公"及作为未来情景的"天下为共"两者之间不可或缺的相互依存性特质,拟提出"社会主义小康社会",以利于我们不忘初心,牢记使命。     

中国少数民族特色村寨的空间分布格局研究

中国少数民族村寨具有独特的文化、美学、经济和社会价值。自2013年国家民委公布了首批少数民族特色村寨名单以后,2017年又评选出第二批少数民族特色村寨。通过空间分析法对两批少数民族特色村寨进行省际、区际及族际的定量与定性考察,认为当前特色民族村寨主要集中在西南、华中、华南三大区域,基本呈西南多、东北少的不均衡分布格局。     

“独立工人”视角下共享经济就业特征及其影响机制

共享经济中形成了"平台+履约人"的新就业模式,催生了一个全新的就业群体——"独立工人"。"独立工人"与平台之间没有传统意义上的劳动关系,仅根据平台要求向客户提供劳务或服务。研究显示:我国共享经济从业人员以"独立工人"为主,吸纳的劳动力主要是受教育程度较低、技术等级较低、外地农业户籍的青壮年男性。在共享经济中有四至五成的从业人员属于专职"独立工人"。研究发现:选择从事兼职独立工作的群体有长期从业的倾向,而选择从事专职独立工作的群体则不希望继续从事独立工作。为进一步规范共享经济发展、保护"独立工人"的合法权益,可以从重新审视"独立工人"的法律身份入手,探索建立适合"独立工人"的"可携式福利"体系,尝试总结具有权威性的共享经济劳动标准,以推动该领域的劳动立法。     

试论以人民为中心的发展思想

以人民为中心的发展思想充分体现了中国共产党对"价值行动与价值宗旨"的集体智慧,是对新时代我们党治国理政的"为了谁、依靠谁"的精辟总结。文章主要从中华优秀传统文化、马克思主义唯物史观、中国共产党人百年追求等角度来深刻阐述这一重要思想的背景渊源;从以人民为中心的发展思想的根本目的、发展原则、力量源泉、价值取向来把握其思想内核;从丰富了中国特色社会主义发展理念的理论内涵、为我们党的治国理政提供了行动指南、汇聚为伟大复兴中国梦的奋进之力等方面来正确认识以人民为中心发展思想的价值意蕴。     

中国特色社会主义法治理论:思想根基、主要特性与学科定位

中国特色社会主义法治理论作为中国特色社会主义法治体系的理论化表达,作为一种新型的理论形态,可以从三个方面来认知。首先,从思想源流来看,马克思主义法律思想是中国特色社会主义法治理论的思想根基。其次,从理论个性来看,中国特色社会主义法治理论的主要特性包括中国性、政治性与学术性。从学科定位来看,中国特色社会主义法治理论既是法学学科体系中的一个组成部分,同时也代表了法治理论谱系中的一种最新形态。把握中国特色社会主义法治理论的思想根基、主要特性与学科定位,既是创新和发展中国特色社会主义法治理论的前提,也是坚持和完善中国特色社会主义法治体系的前提。     

新时代中国特色社会主义语境中的服务型政府建设

党的十九大报告中已经明确提出了要大力加强“建设人民满意的服务型政府”,为此,新时代中国特色社会主义对服务型政府建设提出了新的建设要求与总体目标。从新时代的语境中加以分析,发现如今服务型政府建设还有许多不满足新要求的问题,主要体现在政府的服务范围、服务理念、服务主体和服务供给机制等方面。针对上述几方面存在的问题,可以从明确服务边界、牢固树立服务行政理念、加强服务队伍建设、形成以人民需求为导向的公共服务供给机制等方面来加以探讨。     

Forensic integrity verification of video recordings based on MTS files

Digital video is used in criminal trials as evidence with legal responsibility because video content vividly depicts events occurring at a crime scene. However, using sophisticated video editing software, assailants can easily manipulate visible clues for their own benefit. Therefore, the integrity of digital video files acquired or submitted as evidence must be ensured. Forensic analysis of digital video is key to ensuring the integrity of links with individual cameras. In this study, we analyzed whether it is possible to ensure the integrity of MTS video files. Herein, we propose a method to verify the integrity of MTS files encoded by advanced video coding high definition (AVCHD), which is frequently used for video recording. To verify MTS file integrity, we propose five features. Codec information, picture timing, and camera manufacture/model are modified AVI and MP4-like format video verification features. Group of pictures and Universally Unique Identifier patterns were specifically developed for MTS streams. We analyzed the features of 44 standard files recorded using all recording options of seven cameras. We checked whether integrity can be validated on unmanipulated videos recorded in various environments. In addition, we considered whether manipulated MTS files edited in video editing software could be validated. Experimental results show that all unmanipulated and manipulated MTS files with known recording devices were discriminated only when all five features were checked. These results show that the proposed method verifies the integrity of MTS files, strengthening the validity of MTS file-based evidence in trials.
