| 摘 要： | 合作治理作为治理理论的一种研究途径,强调公共管理的多主体参与。当前我国经济社会发展中存在的风险因素使突发公共事件预警工作有必要引入合作治理理念,构建全新的“合作网络预警”系统。

| Abstract: | As one of the approaches in the study of administration theory,co-governance emphasizes the participation of multi-subjects.Nowadays,there are some major risk factors in China's economic and society development,which affect our early warning system when an unexpected events occur in public.So,it becomes necessary to introduce the concept of co-governance to establish a wholly new 'Cooperative Early Warning System on Network'. |
