| 摘 要： | 西部大开发首先需要营造良好的投资环境 ,这是由西部的地域特点、民族特点及经济的落后性决定的。同时 ,西部脆弱的生态环境又要求西部大开发必须走可持续发展的道路 ,把投资环境的改善同生态环境的保护和改善依法协调起来。
