| 摘 要： | 21世纪初,世界经济的各个领域都发生了质的变化,那些能有效利用自身客观因素的国家已经走上了自我发展的道路,而俄罗斯在这一背景下却表现出整体衰落的趋势。但是其高新技术综合体却依旧保持着较高的水平,专家队伍也有能力开展高水平的科技研究工作。可以说,正是高新技术综合体起着俄罗斯经济发展领头羊的作用,可以带动俄罗斯经济走出危机。建立创新型的现代化经济可使俄罗斯融入亚太经济空间中,而西伯利亚地区由于其特殊的地缘政治地位、巨大的自然资源潜力以及明显的科技潜力和人才潜力,将在这一过程中起到特殊作用。
