The study examines sources of opposition to immigration in contemporary Russia. It distinguishes between two types of opposition to immigration: exclusionary attitudes based on national membership and exclusionary attitudes based on race or ethnicity, directed exclusively at foreigners with non-Slavic or non-European origins. Findings indicate that a quarter of ethnic Russians can be classified as “racial exclusionists”; they are willing to admit immigrants who share a race/ethnic group with most of Russia’s people but object to the admission of racially/ethnically different immigrants. Another 42% of ethnic Russians are classified as “total exclusionists”; they object to immigration of all foreigners, regardless of their race/ethnicity. Multivariate analysis focuses on the impact of perceived collective vulnerability, human values, and socio-demographic attributes. Opposition to immigration in Russia is further situated within temporal and cross-national comparative perspectives. Apparently, exclusionary attitudes toward immigrants who share a race/ethnicity with most Russians increased between 2006 and 2016.  相似文献

Abstract

Historical materialism envisages law-like tendencies (‘scientific’ Marxism) promoting the development of productive forces and, concurrently, a political praxis (‘active’ Marxism) requiring human intervention. These positions give rise to conflicting interpretations of Marxism: first to understand society, second to change it – to abolish economic exploitation. The twentieth century witnessed a shift in the locus of the contradictions of capitalism to the economically dependent territories of the imperial powers. Socialist parties, when in power and adopting a Leninist political praxis, furthered modernisation and were successful in reducing economic exploitation. The paper addresses the relationship between the scientific and praxis components of Marxism in contemporary global capitalism. It considers post-Marxist interpretations of the changing class structure, the rise of identity politics and the evolving nature of capital. Forms of domination, oppression and discrimination (bureaucracy, patriarchy, racism, militarism and credentialism) give rise to their own distinctive forms of power relations. It is contended that they should not be equated with Marx’s crucial insight into the nature of economic exploitation. Many current Marxist (and ‘post-Marxist’) writers adopt a ‘scientific’ position emphasising the inherent contradictions of capitalism. The author claims that without appropriate political praxis, the resolution of such contradictions is unlikely to transcend capitalism.  相似文献

Abstract

This article seeks to challenge the conception of the Russian state as being centred on Vladimir Putin by looking at the actors implementing Russia’s foreign policy in its near abroad. In particular, it explores the activities of curators (kuratory), a term applied in Russia to describe officials tasked with making things work often bypassing, and sometimes competing with, formal institutions. Following the state transformation framework, the argument put forward in the article is that curation (kuratorstvo), as a practice of coordination and control in Russia’s system of governance, can be seen as a manifestation of fragmentation and internationalisation of Russia’s foreign policy making. The empirical basis for this article is a case study of Russia’s policy towards Abkhazia, which Russia officially recognised as a sovereign state in 2008. This article addresses the involvement of curators in their attempts to exert political influence as an expression of fragmentation as well as emerging institutionalised curation in development assistance as a part of internationalisation.  相似文献

ABSTRACT

As has been demonstrated by scholars, different levels of a polity may encompass different political regimes. In this study we examine variations in regional political regimes which have developed under Russia's system of electoral authoritarianism. Comparing the results of two cycles of regional assembly elections (2008–12 and 2013–17) we analyse and compare elections results and levels of electoral contestation in both the party list (PL) and single member district (SMD) contests. This allows us to identify the range of sub-national regime variations: ‘hegemonic authoritarian’, ‘inter-elite bargain authoritarian’, ‘clearly-competitive authoritarian’, and ‘moderately-competitive authoritarian’ regions. Approximately half of the regions demonstrate stable electoral patterns across both cycles. At the same time, none of the regions go beyond the authoritarian limitations imposed by the Russian regime. The variation is explained by a combination of structural and agency factors with a prevalence of the latter.  相似文献

This article argues that the sources of official and societal ambivalence towards civic nationhood in today’s Russia are found in the institutional instability and personalist dynamics of hybrid regime politics in the 1990s. Successful civic nation-building should institutionalize inclusive criteria for citizenship as a basis for policymaking, which in turn should create incentives for dominant ethnicities to embrace civic nationhood. While the shifting views of Boris Yel’tsin on nationalities policy and the constant turmoil in the government’s nationalities ministry have received little scholarly attention, they illuminate the endogenous sources of regime instability in relation to civic nation-building. Russia’s experience thus challenges the traditional view of ethnic nationalism as fostering authoritarianism and civic nationalism as fostering democracy: rather, competitive authoritarianism in the 1990s confounded the regime’s own efforts toward civic nation-building and laid the groundwork for the “ethnic turn” in Russian politics under Vladimir Putin.  相似文献

This paper utilises a qualitative narrative analysis approach to examine smaller foreign investors operating within the Russian agricultural sector as private farmers: the foreign versions of the krestyansko-fermerskiye khoziaistva (peasant farms) that were the early focus of agrarian reform. With difficulty experienced by foreign investment in Russian agriculture, and with the Putin administration shifting its focus to larger scale agriculture, interest lies in the fate of these smaller foreign investors, set in the broader question of: ‘Is there really a future for smaller foreign investors in Russia?’ The investors were aligned along a performance and narrative spectrum, and the construction of their identities – guided by their adaptive processes on the ‘Turnerian’ frontier – were found to shape their business conduct, and interactions with labour forces and regional authorities. Negative prejudgment of the labour force existed amongst the investors – with associated negative notions of trust, inefficiency, laziness, morality, and sexual deviancy – and they were involved in explicit or ambiguous forms of gift-gifting, drawing parallels to Soviet blat behaviour. This paper concludes that despite efforts to construct identity, the narratives of the investors betrayed themselves in certain aspects, with elements of ‘undoing’ in the identity process.  相似文献

This paper aims to provide a coherent analysis of the economic impact accession to the Eurasian Economic Union has had on the economies of current member states and what affect membership would have on the economy of Azerbaijan. By applying a Linear Regression Model we find that membership to this regional bloc has yielded minimal financial benefits for the existing members. However, for most states, accession has increased the trade deficit with Russia and that a membership would likely produce a similar negative outcome for Azerbaijan in addition to undermining national economic and energy policy making.  相似文献

The Russian challenge to the European security system is internal rather than external, because despite all the political efforts at distancing Russia from Europe, the indivisibility remains undiminished. The underlying assumption for Russia’s course is that the West is in irreversible decline, and the conclusion about the dissolution of the West-controlled world order is established in the key doctrinal documents. Instead of passively waiting for this meltdown to develop, it makes perfect sense for the Russian leadership to accelerate it pro-actively, using various levers, including military force. Moscow acts on the assumption that its “unconventional” methods could yield results only if augmented by military threats, against which the Europeans cannot master convincing counter-argument. The imperative to sustain and update credibility of these threats necessitates allocation of greater share of available resources to military build-up, which clashes with economic rationale of reducing this burden in the situation of protracted stagnation.  相似文献

ABSTRACT

The purpose of this study is to examine the ethical reasoning of Russian public sector employees based on age, gender, management experience, specialization by the area of activity, and tenure with the current employer. Using t-test and one-way ANOVA statistical analyses, this study analyzed the ethical reasoning of 199 Russian public sector employees. Significant differences in ethical reasoning were observed among public sector employees based on age and specialization by the area of activity, but no significant differences in ethical reasoning were found among respondents based on gender, management experience and tenure with current employer.  相似文献

This article argues that the effectiveness of the tactics ruling parties use to control the electoral arena may depend on the electoral experience of its subordinates. To substantiate this point, the work examines Russia’s “locomotives” – the practice of placing regional governors on the list of the ruling party, United Russia, during national legislative elections. It argues that electoral payoffs also came from select regions without locomotives. Given the move to appointed governors, list exclusion likely indicated gubernatorial vulnerability. As a result, governors left off United Russia’s list may have responded by seeking to demonstrate their electoral utility, and those with longer tenures were more likely to succeed in these efforts. An analysis of the 2007 Duma elections shows that United Russia’s vote share was higher in regions where long-serving governors were left off the list. Since Russia’s appointment system dramatically changed the gubernatorial corps between 2007 and 2011, the article also considers changes in the effects of list placement over time. It finds that the relationship between list exclusion and higher vote shares for United Russia disappears as governors with electoral experience were removed from office.  相似文献
