A harmonious society is the one with effective and extensive social capital in essence which emphasizes the independent,equal,credit,harmonious,cooperative and reciprocal relationship among social members.As the network of cohering social capital,the third sector incarnates the development of social capital and is propitious to the establishment of social criterion and the cultivation of social morality.So we must develop the third sector,establish the transverse network among citizens and foster the mutual credit relationship among them.
