| Abstract: | This paper elucidates the fundamental status and action of irrigation and water conservancy facili- ties, as well as the necessity to accelerate the construction and reform in irrigation areas. Having analyzed the root cause leading to the weakening infrastructural facilities for irrigation and water conservancy in China, the authors present several relevant opinions and proposals aimed to speed up the construction of irrigation and water conservan- cy projects. |
