In recent years, Russia has come to realize that its national security is threatened by the NATO expansion to the east. the American National Missile Defense (NMD) and the Chechnya war. Since Putin in power. he has attached more importance to militay reform and arms construction. He has reinforced the building-up of national defense and military affairs and pushed on the process of military reform on the basis of Yeltsin's transformation, seeing from the actual situation of Russia. This article deals with the new developments of Russian military construction and reform in seven respects. It can be held that the military reconstruction and reform will enter a new phase of further development.
