| 摘 要： | 现代公共管理的目标是构建服务型政府,它在实践层面的重要表现就是公民参与,公民广泛参与是服务型政府建设的前提和基础。我国公共管理建构中,探索公民参与的有效方式和途径,对于推进我国的"新"公共服务,重塑服务型政府有着极为深远的价值。
