公用事业特许经营中的公众参与监管制度研究

公众参与机制的缺乏是我国公用事业特许经营监管失利的重要原因。实践观察显示,参与制度化程度和组织化程度低下、参与方式单一化和参与阶段片面化是我国当前公众参与特许监管存在的主要问题。为了推动我国公用事业市场化改革的深入,应当从市场准入、事业运营及市场退出等监管环节设计良好的公众参与机制。

Research on the Public Participation and Supervision System in Public Utilities Special Permission Management System

The deficiency of public participation mechanism is the substantial cause of the unfavorable situation of public utilities special permission management supervision in our country.The practice and observation demonstrates that the degree of participation in the institution and the organization is low,the participation way is of simplification and the participation stage is one-sided,which are the main matters existing at present the special permission supervision in the public participation in our country.In order to promote China＇s public utilities market to develop and perfect,we must design good public participation mechanism in the supervision link like market access,the enterprise operation and the market withdrawal,and so on.
