| 摘 要： | 国务院对《东北地区振兴规划》作出批复，为东北振兴准确定位。辽宁作为东北振兴的龙头省份，应该以规划中提出的“四基地一区”为战略目标，对俄罗斯重点开展装备制造业产品贸易及投资、能源原材料贸易及投资、农业、科技以及环保等方面的合作。

| Abstract: | An official and written reply to the Programs for Rejuvenation of Dongbei Area of China has exactly orientated the Dongbei＇ s rejuvenation. As a head of the Dangbei, Liaaning province should take＂four bases and one region＂mentioned in the programs as a strategic goal, carrying out trade and investment mainly in the products of equipment manufacturing industry, raw materials of energy and cooperation in agriculture, technology and environmental protection, etc. |
