| 摘 要： | 自俄罗斯转轨以来,国内频繁爆发公共危机,这给其经济、政治以及社会大众带来了巨大的灾难。普京政府在与危机作斗争的过程中苦心求索适合俄罗斯国情的公共危机管理的方法,在有效解决各种危机的同时也推进了俄罗斯经济转轨的顺利进行。从俄罗斯政府公共危机管理的特征,可深入探寻有利于制定、执行和完善反危机措施的有效方法。
