| 摘 要： | 本文首先分析了人力资源在经济发展中的重要作用 ,重点探讨了西部民族地区人力资源开发应用的策略 ,即发展教育实施知识战略、在充分发挥本地区现有人力资本的前提下采取灵活柔性的用人管理机制以及虚拟经营的人力资源应用策略。提出改善软环境建立技术人员新的分配、奖励工资制度 ,以产业项目吸引人、技术扩散等具体可行的人力资源应用对策

| Abstract: | This article discusses the important role of human resources during economic development.It probes into countermeasures on developing and applying human resources in western ethnic areas,such as developing education,taking flexible talent mechanism,making full use of human resources now available and carrying on fictitious management as well.The author finally puts forwards feasible coutermeasures including improving technical engineers' allocation salary,attracting talents with industry projects and technological expansions and so on |
