| 摘 要： | 近几年来农村群体性事件的发生次数、参与人数呈上升、扩展态势，组织程度增强。失地农民引发农村群体性事件主要有群体性、利益性、组织性、非政治性、变化性和复杂性等特点。新农村建设和“三基工程”建设是当前预防和处置失地农民引发农村群体性事件的有利条件。失地农民引发群体性事件的预防与处置方法包括：改革农村土地制度；调整农村社会的利益结构，从根本上减轻农民负担；建立危机管理体制，尤其公安机关要加强预警机制建设；掌握处置失地农民引发的农村群体性事件的方法和艺术等方面。
