| 摘 要： | “一要坚持,二要改善”是邓小平新时期在党的领导问题上的基本思想。他在深刻阐明必须坚持党的领导的同时,不仅提出“为了坚持党的领导,必须努力改善党的领导”的科学命题,而且系统论述了改善党的领导的主要任务和内容,为在新的历史条件下正确有效地实现党的领导,巩固和发展党的执政地位指明了方向。
