评价公安工作要实现从注重数量指标到注重质量指标的转变

当前公安工作评价指标由于仅重数量指标,忽视质量指标,因而不能全面、客观,公正的评价公安工作,且在公安工作导向上形成偏差。因此,要树立"公安成本和效益"和"量质结合,以质为主"的理念;坚持"科学性与现实性,水平评价和规模评价、系统性、准确性、突出重点,兼顾一般"的原则,构建以实绩、执法质量、公众安全感为主要内容对公安工作进行质量考核的评价体系。

In current, because of pay attention to the quantity target and ignore the quality index, the appraisal index of public security work wasn't perfect. So we must set up the perfect appraisal system, namely, establish the view about cost or benefit of public security, uphold some principles, such as scientific nature or systematicness and so on.
