当代中国公共治理理论有效适用的三维视角解读——指向、均势与秩序

当代中国公共治理理论有效适用的指向是实现公共利益。在公共治理理论有效适用过程中,要实现公共利益,不能以个人利益、群体利益吞噬公共利益,不能以意识形态之争掩盖利益之争。因此,只有多中心行为主体均势,才能使公共治理理论有效适用成为可能。而偏离指向与未竟均势使得治理秩序建构意义显著。反过来,秩序的建构关系到公共治理理论适用的未来指向与均势走向,即指向、均势与秩序在逻辑上是相互关联的。对当代中国公共治理理论有效适用之指向、均势与秩序的研究,既是出于对公共管理学科政治学基础的强调,也是试图在学术研究上对偏差研究倾向的纠正。

The orientation of effective application of public governance theory in the contemporary China is to realize the public in- terests. During the process of effective application of public governance theory,to realize the public interests must not swallow up public interests by personal interests and must not cover up the conflict of interest by the ideological arguments.Only balance of power of multicenter behaviors can make the effective application of public governance theory possible,which in essence is still not real now. Deviation of orientation and incompletion balance of power make the construction of governance order significant.In turn, the construction of governance order relates to future orientation and trend of balance of power.
