西部大开发“重点突破战略”简论

西部大开发已被确定为中国下个世纪经济发展的大战略、大思路。西部大开发必须实行“重点突破战略” ,即要把大开发定位在寻找某些能够实现快速、有效开发的重点产业和区块突破上 ,通过重点带一般 ,由局部到全局 ,实现西部地区的整体性开发和发展。这一战略突破口的定位 ,首先要以西部经济结构条件为背景 ,主要开展适应西部经济发展客观要求的项目的试验和研究 ,使其成为西部开发的典示范。其次在工作重点上要着力抓好西部发展面临的重点、难点经济任务的解决。重点突破战略应具有战略的系统性 ,即要建立起一个“多维重点相配套的立体系统推进模式”。重点突破战略的“突破”推动手段 ,主要应靠政府 ,特别是中央政府。
