A Reflection upon the Precautionary Principle in Theory and Practice——concurrently on the core issue of the Precautionary Principle

Though generally accepted, the precautionary principle has aroused much controversy both in theory and practice. Its internal predicament can only be solved by clarifying and interpreting the core issue rather than mere analysis of legal texts. Since the core issue lies in the legal effect, the legal effect and social positive analysis is suggested to explore the social effectiveness of the precautionary principle.
