| 摘 要： | 政府垄断运营模式下的公用事业局虽然在公用事业发展上也做了有益的工作,但角色的混同也使其成为公用事业发展的障碍。伴随着特许经营改革在公用事业领域内的推行,公用事业局的职能也发生了相应变化,但在观念、制度及机制等方面仍然存在诸多不适之处。为此,应当通过改革启动者、项目谈判者及后续监管者的角色定位重塑公用事业局的基本职能。
