| 摘 要： | 从法律层面而言,和谐社会的本质是权利与权利、权力与权利、权力与权力之间的和谐。警察权的行使实质上就是如何处理好公民权利与警察权利、警察权力与警察权利、警察权力与其他公共权力三者之间的关系问题,具体主要体现为如何处理好执法意识与执法公正、执法效果与社会效果、执法程序与执法效率、执法监督与执法保障、执法规范与执法权威之间的关系问题。
