Changes in political discourse demonstrate transitions in political civilization.To acquire the victory of new-democratic revolution,build and consolidate the socialist regime,the concept of people and mass covered citizen from theory to practice.And they became core concepts of politics.But since the Reform and opening up,the concept of citizen is gradually returning.It becomes a prevalent term.Toward the era of right,the return of citizen is imperative and a matter of course.
