| 摘 要： | 1、接访人员缺乏专业知识，可能使问题更加复杂化。信访案件涉及的领域广泛、涉及的诉求专业性较强，解决起来难度普遍较大。因此信访工作人员单凭具备大局意识、热情、耐心等思想情操和服务态度是不够的，还需要具备较为广博的专业知识。而信访部门的工作人员又恰恰缺乏解决这些专业问题的专业知识和权力，在接待上访群众时大多是大讲官话套话，
