破除城乡二元结构推进和谐社会建设

现阶段的城乡二元结构，从经济、社会以及政治发展等方面制约着和谐社会的构建。党的十六大以来，中央从价值导向、决策思路、分配调整以及农村发展等方面，推出了一系列有利于改变城乡二元结构的新举措和新部署，为和谐社会的构建奠定了一定的物质基础和政策条件。着眼和谐社会的构建，还应致力于户籍制度、城乡要素市场、公共财政制度以及基层民主建设等方面的体制机制改革，彻底破除城乡二元结构。

Eradicating the Dual Structure in Urban and Rural Areas, Advancing the Construction of a Harmonious Society

Under the current situation,the dual structure in urban and rural areas is restricting construction of harmonious society in economy,social and political development.Since the 16th National Congress,the central Committee has advanced a series of the new actions and plans for changing the dual structure in urban and rural areas from value guidance,the way of decision-making,distribution adjustment as well as rural development,which laid the certain material base and the policy condition for construction of the harmonious society.Focusing on building a harmonious society,we should also devote ourselves to the reform of the system from the household registration system,the essential market factors in urban and rural areas,the public financial system,the construction of grassroots democracy so as to thoroughly eradicate the dual structure in urban and rural areas.
