浅论民族地区公共管理中的公民参与

公民参与作为社会主义民主政治的一种实现形式,其重要性日益引起人们的重视。然而我国民族地区由于其本身的特殊性,公共管理中的公民参与明显落后于其他地区。目前民族地区公共管理中的公民参与制度还不完善、参与意识不强、参与渠道不畅、民主观念并未深入人心等问题特别突出。要提高民族地区公共管理中的公民参与水平,必须加快民族地区公民思想观念的转变,扩宽公民参与的渠道、途径和方式,提高公民的文化素质,并制定和完善民族地区公民参与公共管理的制度。

An Analysis on Citizen's Participation in Public Administration in Ethnic Minority Areas

As part of the way to realize socialist political democracy, citizen＇s participation is increasingly attracting public attention. However, due to the particularity in the ethnic minority areas, citizen＇s participation in public administration in these areas has lagged behind other regions. The hindering factors include： the imperfect system concerning citizen＇s participation, the weak sense of citizen＇s participation, the sluggish channels for citizen＇s participation, and the unpopular concept of democracy, etc. In order to promote citizen＇s participation in public administration in the ethnic minority areas, the following measures should be taken： to speedup the transformation of citizen＇s concept of democracy; to broaden the way for citizen＇s participation; to improve citizen＇s quality and to establish efficient relevant system.
