Reform Direction and Policy Suggestions for Coordinating Staffing Resources

Using various types of staffing resources in a coordinated way shows an important direction for the reform of institutions and administrative system in the new era.This paper analyzes the contents of staffing classification,the management authority of different types of staffing and the policy restriction of total amount control,and makes a comprehensive analysis about the effects and problems of staffing classification management.It traces the latest developments of the local exploration.From four dimensions of trans-categories,trans-departments,trans-regions and trans-levels,this paper puts forward policy suggestions for deepening the reform of managing staffing resources.
