| 摘 要： | 近年来,俄罗斯碳氢化合物原料开发面临着探明储量下降和再生产速度降低等问题,地质勘探工作已不能保证石油工业原料基地的再生产,特别是无法应对今后石油开采量快速增长的要求。这些因素已对俄罗斯经济和能源安全构成威胁。因此,对这一部门进行有效的国家调控是十分必要的。

| Abstract: | In recent years, Russia's hydrocarbon exploitation has met the problems of declines of proven reserves and production speed. Geological prospecting cannot secure reproduction of raw material base of oil industry, especially cannot meet with the demand of quick increase of the oil yield. These factors present a threat to Russia's economy and energy resource security. Therefore it Is necessary to carry out an effective state control over the industry. |
